About the Role

The Port Department is seeking a Supervising Engineer to join their team! Reporting to the Senior Program Manager, the responsibilities of the selected candidate will include organizing and collecting information on overall TCAP (Tenant Construction and Alteration Program) Program, serving in the role of tenant coordinator for TCAP projects, and developing projects, cost estimates, scopes of work for future Port projects to be advanced in either the Port Department’s Capital Plan or Agency Major Maintenance Program. 

Responsibilities

  • Organizing and collecting information on overall TCAP program to be used by Senior Program Manager for delivering program information to Port Leadership, tenants, and other key stakeholders. 
  • Managing and leading TAA projects in the role of Tenant Coordinator, coordinating between Construction Management Division, Quality Assurance Division, and TCAP Central office. 
  • Engaging with tenants to understand future infrastructure needs and upcoming TCAP projects.
  • Directing and coordinating interdisciplinary engineering activities with facility staff, tenants, government agencies, consultants, and private entities. 
  • Developing scopes of work, conceptual designs, and cost estimates for projects that would address an infrastructure need. 
  • Engaging with Port Department stakeholders, including the facilities, planning group, leasing, and other relevant groups to understand infrastructure challenges and needs. 
  • Coordinating between Port Department and Engineering Department to advance a project and advance formal design. 
  • Supporting activities related to the acquisition of properties, including technical and environmental analyses, grading, drainage, roadway construction and repairs, condition surveys, appraisals, and cost estimates. 
  • Provides ad-hoc engineering support, as needed. 

Minimum Qualifications

  • Bachelor's degree in engineering from an accredited college or university.  
  • Minimum of five (5) years’ experience in planning and engineering design.  
  • Minimum of five (2) years’ experience in engineering project management.  
  • Professional Engineer's License.  
  • Selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.  

Desired Qualifications

    • Advanced degree in Engineering.
    • Demonstrated experience with the Port Authority’s TCAP processes.
    • Demonstrated experience in the planning and design of port, commercial and/or industrial facilities.  
    • Demonstrated experience in planning and engineering design on multiple projects of significant size, scope, and complexity.  
    • Demonstrated ability to develop creative solutions to problems, resolve conflicts, and work effectively with both technical and non-technical staff.  
    • Demonstrated experience in supporting consultants, staff and dealing with external parties on technical and operational matters.  
    • Demonstrated knowledge of state and local codes, PA standards, transportation industry standards, and civil engineering standards for marine facilities.  
    • Demonstrated ability to take independent action and be innovative and decisive.  
    • Demonstrated project management experience. 
    • Excellent interpersonal, written, and oral communication skills.  
    • Proficiency in the use of Microsoft Office and Adobe Creative suite.  
    • Proficiency in the use of GIS spatial data collection, analysis, and visualization. 
    • Proficiency in the used of CAD.

    Selection Process
