Description
Under the direct supervision of the Director, the Supervisor, Health Information Management (HIM) ensures an ongoing record life cycle management with the goal of keeping no documents beyond the required retention time, yet ensuring retention for required period of time. Responsibilities include but are not limited to the following: supervises assigned staff, establishes work schedules, and promotes a positive work environment, trains, mentors and coach, including annual evaluation and progressive discipline when required. Monitors record retention for paper based documents, determines and process destructions in accordance with State law, and Palomar Health procedures. will Ensures records are maintained in a secure location in accordance with State law and Palomar Health procedures. Participates as an active member of the Record Retention Committee and evaluates any updates to the Record Retention Schedule. Advise departments on proper retention times, and proper process for requesting timely destructions. Records inventory will be analyzed ongoing to ensure a rolling destruction of qualifying documents.

Manage requests for electronic storage in partnership with the IT Department. Assists in the development of new procedures, software implementations, or processes as needed for records indexing, storage, retrieval and destruction, and to increase staff efficiency and effectiveness. Maintains accurate and complete records of record management activities. Must create ongoing reports/tables of record retention statistics. Responsible for Master Patient Index maintenance. Oversees the release of information function. Advises and serves as the primary resource for staff. Monitors customer service quality and outcomes of staff, vendors, and external stakeholders.
Positive working relationships with internal/external customers in a professional, courteous manner. Maintains accurate meeting attendance, minutes, and issue tracking. Must have a strong understanding of the HIPAA Privacy Rule, Security guidelines and California Privacy regulations, Title 22, and Joint Commission standards for records maintenance, as well as State and Federal regulations governing release of patient information.

Ability to speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, PowerPoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.

Job Requirements

Minimum Education: Associate's Degree in Health Information, Computer Science, or related field
Preferred Education: Graduate from a CA HIM acrredited RHIT or RHIA program
Minimum Experience: 2 - 3 years related experience
Knowledge of HIPAA Privacy Rule, Security guidelines, record retention/management regulations, State and Federal release of information laws.
Preferred Experience: 4+ years related experience
Required Certification: Registered Health Info Tech (RHIT) or Registered Health Information Admin (RHIA)
