Under the general supervision of the Director, Employee Health and Safety, the Manager, Emergency Management and Safety ensures organizational safety compliance, disaster preparedness/readiness, and continuity of service in the event of a natural or manmade disaster. Responsibilities include, but are not limited to the following: development and management of the district-wide Emergency Management, Safety, Disaster Preparedness, and PBX Communications Programs. Co-chair the Emergency Preparedness and EOC / Safety Committee. Operational management of Safety program and personnel, Workplace Violence Prevention and personnel, and PBX (Call Center) operations to ensure organizational compliance with regulatory requirements. Regulatory oversight for safety and emergency management for Cal OSHA, Joint Commission, and CDPH for emergency management and safety plans. Oversees comprehensive onsite assessments (process safety audits) to identify and close gaps in the Palomar Health Safety environment and assure continuous improvement in the environment of care. Conducts employee injury accident investigations and root cause analysis to assist in safety compliance accountability. Recommend program enhancements based on data trends, and identified committee reports.

Develops and implements education programs to prepare staff for all-hazards disaster management, conducts regular disaster drills and completes follow up action reviews for drills and actual events. Identifies deficiencies in emergency management, disaster planning, and develops and implements corrective actions. Manage inventory of disaster supplies and equipment according to contract guidelines. Handles other related duties as assigned. Practice excellent team building and customer service skills.
Responsible for overseeing the activities of their team of drivers. Ensure that everyone is working safely and efficiently.
Assist in recruiting, training and assess drivers and their qualifications as per California driving laws.
Interviewing and hiring new drivers as needed to replace those who leave the company Monitoring driver performance by conducting regular audits to ensure that drivers are following company policies and procedures Reviewing new driver applications to determine if they meet qualifications for employment Scheduling shifts for drivers based on their availability, using a computerized scheduling system Overseeing the training of new drivers to ensure that they are prepared to work safely and efficiently Making sure that all maintenance on company vehicles is performed in a timely manner by authorized personnel Conducting regular inspections of vehicles to ensure they are safe to drive and in good working conditions Maintain costs and profits within the budget and manage records of personnel, expenditures and of government rules and driving regulations.

Ability to speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, PowerPoint, internet, e-mail). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the first two weeks of employment to perform the essential functions of the job. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.

Job Requirements

Minimum Education: Bachelor's Degree
Preferred Education: Masters Degree in Healthcare Administration or related field
Minimum Experience: 3-5 years related healthcare experience; Safety, emergency management, disaster preparedness and/or response and Hospital Incident Command System (HICS)
Preferred Experience: 5+ years related experience including management experience
Required Certification: Nationally recognized Safety/Disaster Certification within 1 year of hire
