Responsible for inpatient and outpatient Behavioral Health Services at multiple campuses to include construction and program design, staffing of programs and innovation. Responsible for the overall operation of the Behavioral Health Inpatient program(s) and Crisis Stabilization Unit. Major role functions include leading, managing, directing, delegating patient care, education, clinical programs, consultation and resource, human resource and financial management, Complies with the requirements of the contract with the County of San Diego to operate the Crisis Stabilization Unit in North Inland San Diego County, including registering patients in the County system, billing services, data collection and reporting , financial management meetings and reports, and quality management and reporting. Uses clinical knowledge and advanced problem-solving skills to facilitate quality improvement, regulatory compliance, clinical initiatives and appropriate resource consumption within the departments. Responsible for the recruitment, assessment, evaluation, discipline, coaching and mentoring of staff. Uses critical thinking skills while evaluating processes and systems to support clinical staff. Contributes to ongoing regulatory readiness of staff. Utilizes strong analytical skills and proven change management strategies to create a positive practice environment that supports patient safety and nursing service excellence. Oversees the Utilization Review and Quality Management function of the assigned program; demonstrates compliance in the performance improvement process. Ensures consistency of practice in the clinical areas. Ensures quality programs, patient safety, respect for patient privacy and confidentiality, compliance with Federal, State, and County Mental Health laws, on a level of customer services that strives to exceed internal and external customer expectations. Provides direct patient services when needed. Requires 24-hour accountability. Demonstrates a detailed knowledge of all clinical, legal, regulatory operational and business issues associated with the assessment, care and disposition of the behavioral health patient in an acute state. Promotes teamwork and participates as a team member of the clinical interdisciplinary team to ensure appropriate care, support and resources to internal and external customers and displays on-going commitment to quality. Is an integral member of the Behavioral Health Leadership Team, working closely with the Director and other Behavioral Health leaders to maintain the consistency of these services; provides administrative on-call function. Develops and implements educational programs to prepare and maintain staff competencies and compliance with the Behavioral Health standards of practice. Along with the Director, develops, implements, and maintains behavioral health policies and procedures. Responsibilities also include evaluating program Behavioral Health standards of practice. Responsibilities also include evaluation program effectiveness, and developing, managing and analyzing outcome data. Speaks and reads English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier) and personal computer and computer software skills (i.e., MS Office programs, Excel, Access, Word, PowerPoint, internet, email, including proficient use of keyboarding, use of mouse for functions such as selections items, use of drop down menus, scrolling, opening folders, copying/pasting and similar operations required upon employment or within the first two weeks of employment to perform the essential functions of the position. Performs other duties as assigned. Follows Palomar Health rules, policies, procedures, applicable laws and standards. Carries out the mission, vision, and quality commitment of Palomar Health.

Job Requirements

Minimum Education: BSN or Master's Degree in a healthcare related field (to also include MBA)
Preferred Education: MSN, Secondary Masters in Business Administration if no MSN
Minimum Experience: 3-5 years related combination of clinical and/or management experience in the Behavioral Health Field
Preferred Experience: 5+ years of progressive combination of clinical and/or management experience in the Behavioral Health field on a multi-unit or in a multi-hospital Health System

Required License: Valid Driver's License
Current CA RN License
