Description
This is a 100% grant funded or externally funded position, for the duration as funding allows, and may be altered or eliminated contingent on program or alternative funding sources.

Palomar Health operates the hospital-based California Clinical Forensic Medical Training Center, also known as the CCFMTC. The CCFTMC (EM Program) ensures Medical Evidentiary Examinations or Forensic Medical Examinations are conducted in a standard and consistent manner throughout California for victims of child abuse or neglect, child sexual abuse, intimate partner violence, sexual assault, sex trafficking, domestic violence, elder or dependent adult abuse, and abuse or assault perpetrated against persons with disabilities. The CCFMTC is responsible to develop and maintain standardized medical evidentiary exam forms, protocols, and training for qualified healthcare professionals performing medical evidentiary exams, including training for law enforcement, prosecutors, and court personnel on how to interpret findings of medical evidentiary exams.

Under the direction of the Director of Forensic Health and Trauma Recovery Center Services, the CCFMTC Practice and Policy Coordinator will serve as a CCFMTC clinical expert to advance the CCFMTC program goals by supporting CCFMTC projects assigned by the Director. The CCFTMC Practice and Policy Coordinator will serve as primary resource on forensic nursing practice, patient advocacy, and professional standards conduct research, applicable law/code/legislation, literature reviews, and analysis on nursing and forensic nursing practice standard and draft practice position statements and policy recommendations, monitor and analyze trends affecting direct care related to forensic health practices, support CCFMTC members in protecting and advancing the roles working in forensic healthcare. The CCFMTC Practice and Policy Coordinator in collaboration with the department Director will interpret and assess proposed regulations for their impact on issues impacting the practice as it relates to the CCFMTC requirements. If approved, provide expert testimony and public comments on nursing and healthcare issues, represent CCFMTC before relevant state agencies, boards, and commissions, assist in developing responses to legislative and regulatory issues affecting CCFMTC scope of services. Contribute to CCFMTC educational initiatives, may develop and deliver continuing education programs for practice issues, patient advocacy, and healthcare policy with a focus on collective solutions. Create and facilitate workshops connecting forensic healthcare or forensic nursing practice to broader social and economic issues
Use innovative teaching methods to empower CCMTC training participants to apply knowledge in practice and advocacy. May participate in coordination in all CCFMTC program areas including but not limited to operations, outreach, evaluation, planning, training, and financial CCFMTC projects in coordination with the program director. Accountable to deliver results on-time and according to the needs of the customer and program. Maintains a strong work ethic, effectively manages competing priorities and accomplishes assignments with minimal supervision. Ability to multitask and stay organized. Responsible for data tracking and reporting for accreditation and grant funding. Possess excellent time management, able to travel frequently throughout the state of California, be flexible, and possess excellent customer service skills. Performs other duties as assigned. Ability to work a variable schedule with occasional weekend and evening shifts as determined by departmental and grant needs, required.

Strong written and verbal communication skills are required, due to the extensive interaction with internal and external stakeholders that this position requires. Speak and read English at a level that is sufficient to satisfactorily perform the essential functions of the position. Knowledge of standard office equipment (i.e., calculator, fax, photocopier), personal computer and computer software skills (i.e., MS Windows, Excel, Access, Word, PowerPoint, internet, e-mail). Intermediate Excel skills required including proficiency in creating PivotTables and graphs to analyze data efficiently. Must have adequate computer skills in order to navigate frequently used database platforms and software applications (i.e. Cerner Community Behavioral Health (CCBH), Discern Analytics, Avega, and Axiom). Windows computer skills including proficient use of keyboarding, use of mouse or keys for functions such as selecting items, use of drop down menus, scroll bars, opening folders, copying and similar operations required upon employment or within the 1st two weeks of employment to perform the essential functions of the job. Job Requirements

Minimum Education: Bachelor's Degree and/or combination of education and experience
Preferred Education: Master's Degree
Minimum Experience: 2 - 3 years related
Preferred Experience: 1 year financial management and data entry/analysis, 1 year grant management
Required Certification: Verification of live scan filed with state licensing board (if applicable) must be submitted to HR OR new live scan must be completed within 14 days of hire prior to providing direct service
