The Sr. Manager of Global Logistics and Supply Operations is responsible for direct oversight of the SCC Supply Operations staff, as well as the performance and expansion of Pacira’s global logistics network. This position acts as a logistics subject matter expert and requires extensive transportation knowledge of cold chain distribution, hazardous and regulated products, international shipping protocols, trade and transportation best practices, inventory storage strategies, and continuous improvement methodologies.

 

This role will have direct reports in exempt and non-exempt positions related to general warehousing operations including shipping (pick/pack/ship), receiving, inventory control, storage, import/export, warehouse equipment maintenance, materials management, bulk material down packing, project management, and budgeting. The Sr. Manager is accountable for the efficiency, cost, and regulatory compliance of the company’s global logistics network and associated Global shipping practices and proceduresThe role is also responsible for relationship management of domestic and international transportation service providers.

 

Essential Duties & Responsibilities:

The following statements are intended to describe the general nature and complexity of the position.  Other duties and responsibilities of a similar complexity will be assigned based on business need. 

  • Ensure product security, safety, and integrity through adherence to current Good Manufacturing Practices (cGMP), Good Distribution Practices (GDP), and shipping packaging design throughout the distribution network.
  • Oversee Supply Operations Management and non-exempt personnel to ensure all warehousing activities are performed as assigned and in accordance with Standard Operating Procedures, Safety Standards, and Company Core Values, and cGMP regulations.
  • Identifies, develops, and reviews team member training curricula.  Monitors group and individual training compliance to company and regulatory standards.
  • Develop short and long-term strategies for global logistics and supply operations based on strategic business goals to include network analysis, warehouse engineering and environmental changes and constraints.
  • Provides detailed analysis and recommended actions in formal presentations to senior leadership and large groups of personnel as needed.
  • Liaison to customs broker for import / export of goods to US Pacira and CMO locations.  Ensure shipments are processed in accordance with Good Distribution Practices, FDA, IATA, DOT regulations, and cGMP requirements.
  • Responsible for carrier agreement negotiations and selection, performance management, freight payables and carrier claims.

  • Design and oversee efficient and compliant processes supporting shipping of intermediate and finished product between Pacira’s manufacturing network including Contracting Manufacturing Organizations (CMO), and Contract Packaging Operations (CPO) and 3PL.  Maintain shipping schedules and cycle times that ensure reliable and consistent delivery. 
  • Provide internal stakeholders with guidance and shipping coordination for import/export of raw materials (RM) as well as clinical trials, tech transfer, and pipeline projects.
  • Defines cold chain packaging requirements and develops packaging to meet temperature and logistics capacity supporting Product, Clinical, and Raw Material shipments.  Will oversee projects for qualification of new or altered cold chain packaging designs.
  • Lead shipping packaging design projects in support of business changes, cost reduction initiatives, and new product requirements.  

 

Key Tasks 

  • Must be able to build and maintain strong partnerships with all internal and external stakeholders.  Lead discussions, problem solving efforts and process improvement projects to ensure that performance targets are met.  Engage all partners in a way that supports Pacira’s core values.
  • Promote a customer-centric culture that emphasizes a service-oriented mindset, team member recognition, transparency, and professional communication.  Ensure that subordinates in leadership roles promote the same cultural objectives in a consistent, positive manner.
  • Analyze transactional data related to shipping documents, advance shipping notice (ASN), freight payables responsibility, freight claims, ERP disposition status, etc.
  • Investigate reconciliation discrepancies to determine root cause and lead corrective actions for complaints related to transportation, logistics handling and warehousing of finished products.
  • Ensure that all processes, polices, and procedures related to transportation of hazardous materials are designed, implemented and executed in a fully complaint fashion.  Maintain compliance through control systems and regular internal reviews.
  • Advise internal customers on customs strategies and reviews shipping documentation for completeness and compliance.
  • Responsible for coordinating development, testing, and implementation of shipping configurations.
  • Responsible for Supply Ops and Freight budgets, ensuring effective management within budgetary guidelines. Provide senior management with periodic reports as designated.
  • Ensure compliance with all applicable laws, regulations and regulatory guidelines governing commercial and scientific interactions with healthcare professionals, payers, advocacy and other business partners.
  • Act as a role model for compliant, ethical behavior consistent with the mission, vision and core values of Pacira Pharmaceuticals.

 

 

Education and Experience:

  • Bachelor’s degree from an accredited college or university, or equivalent experience required.
  • Minimum of 8 years relevant experience biotech/pharmaceutical industry preferred with demonstrated progressive career growth and responsibility for direct reports.
  • Experience working in matrix organizations; works effectively within cross-functional and multi-location/ multi-cultural teams requiring large-scale coordination.
  • Strong knowledge of cGMP and industry standards.
  • Experience with cold chain packaging design, validation and the practical use during shipping.
  • Working knowledge in Inco Terms, US Customs import & export regulations (e.g. IATA and IMDG).

Travel:

10-15%.  Some international travel may be required.
