Key Accountabilities:

  • Lead and evolve enterprise learning and development programs, including onboarding, leadership development, and employee experience initiatives.
  • Design, implement, and continuously improve onboarding programs for employees and leaders to ensure strong integration and engagement.
  • Develop and maintain Employee Resource Hubs and leadership tools, providing leaders with practical, accessible resources.
  • Support and contribute to organizational change initiatives, ensuring strong adoption, communication, and alignment.
  • Partner with leaders and HR teams to identify needs and deliver strategic learning and development solutions aligned to business priorities.
  • Facilitate engaging learning sessions, workshops, and programs in both virtual and in-person environments.
  • Analyze engagement data, learning metrics, and feedback to measure impact and drive continuous improvement.
  • Manage and optimize the Learning Management System (LMS), including reporting, user support, and content management.
  • Coordinate with external vendors to support delivery of learning programs and initiatives.
  • Contribute to broader organizational development initiatives, including culture, engagement, and performance.

 

Qualifications:

  • Undergraduate degree in Human Resources, Organizational Development, Adult Education, or a related field or equivalent experience.
  • 5+ years of experience in leading organizational development, learning & development, HR programs.
  • Proven experience leading or supporting onboarding programs, leadership development, and learning strategies.
  • Strong understanding of change management principles and experience supporting change initiatives.
  • Ability to work independently and take full ownership of programs, deliverables, and outcomes.
  • Demonstrated ability to manage multiple priorities and stakeholders in a fast-paced environment.
  • Experience working with Learning Management Systems (LMS) and using data to inform decisions and reporting.
  • Strong communication skills, with the ability to translate strategy into clear, actionable programs and tools.
  • Analytical mindset with the ability to evaluate program effectiveness and recommend improvements.
  • Experience in public sector or broader public service environments is considered an asset.
  • Certification in Organization Development, Learning and Development and/or Change Management is preferred.
  • Project Management Experience would be considered an asset.
