Job Description: 

Omitron Inc. is seeking a Project Manager to provide support to National Oceanic and Atmospheric Administration (NOAA) Office of System Architecture and Advanced Planning (OSAAP) for investigating use of commercial weather data and services. Key to this tasking is the understanding of commercial weather data: who generates it; how it is purchased; how it can be used.  This support will include project management expertise to organize, coordinate, plan, and execute ventures with the commercial sector including writing RFIs, and conducting demonstrations.  The role may outline, write, update, and develop some or all of the required documentation including, but not limited to, framework, management plans, CONOPS, requirements definition, schedule, costs, risk analyses, analyses of alternatives and address any related issues and concerns.  Critical expertise for this tasking is extensive project management experience. 

Specific areas of support:

  • Overall project management including technical, schedule, cost, quality, and resource management
    • Develop metrics for monitoring and controlling project progress and status
    • Ensure tasks/projects are on schedule and within budget
    • Plan and forecast annual budgets, identify and manage variance mitigation plans, and report financial status to customer and program management
  • Interact with customers, spacecraft owner/operators, and other stakeholders to ensure expectations are clearly captured
    • Ensure that expectations are always met and frequently exceeded
    • Ensure satisfaction/mitigate dissatisfied areas
    • Work with customer to develop overall technical direction and strategic vision
  • Develop the technical staff needed to perform all work
    • Identify and fill skill gaps
    • Evaluate staff performance, mentor staff, and support career development
    • Recognize outstanding performance 
  • Work with matrixed resources to determine and allocate sufficient support to deliver on Customer commitment
  • Application of management and technical knowledge and skills to ensure the delivery of quality work

Some travel may be required. Some off-hours support will be required.

Required Skills:

Applicants must:

  • Have excellent verbal and written communication skills
  • Have a background in engineering and sciences
  • Have professional experience with commercial weather data services
  • Possess a broad understanding of NOAA and commercial weather products, services and the user community
  • Knowledge of NOAA processes and policies
  • Have demonstrated project management experience
  • Be effective in:
    • Working with governmental and commercial weather data providers
    • Managing multi-disciplinary teams including weather data systems, analysis, software, sustaining, and IT support disciplines
    • Working in a multi-customer environment with competing priorities
  • Have the ability to adapt and respond to changing circumstances and priorities
  • Have a demonstrated ability to communicate direction and concepts at multiple levels, from operators to senior executives
  • Have a background in personnel management and deployment of direct reports
  • Have a strong background in finance management of a project
  • Have excellent presentation skills

Desired Skills:

  • Effective in managing matrixed and non-collocated teams
  • Experience in NOAA or NASA mission formulation activities
  • Project Management Professional (PMP) or the Project Management Associate certification

Required Degree:

Bachelor’s in a STEM discipline with 10 or more years experience, or

Master’s in a STEM discipline with 8 or more years experience
