Estimate Manager (Heavy Civil)

Reports to:

Director, Estimating

Supervises:

Senior Estimators

 

 

OBAYASHI CORPORATION is seeking qualified candidates with experience in Heavy Civil Estimating including: tunnels, bridge, highway, rail/transportation infrastructure, water and wastewater projects.  Position is based in our North American Regional Headquarters in Burlingame, California.

 

ROLE & RESPONSIBILITIES

  • Responsible for leading, directing, and advising our estimating team.
  • Overseeing procedures, processes, techniques and personnel decisions for estimate team on pursuits.
  • Review project plans, specifications, estimating scopes and pricing prepared by estimating team.
  • Prepares conceptual budgets (greensheet estimate) based on minimal information; from experience, historical data and parametric estimating ratios.
  • Manage and lead development of means and methods planning and design developments for project pursuits.
  • Develop and delivery joint venture bid instructions for joint venture pursuits and coordinate with joint venture partners as required during bidding phase.
  • Responsible for estimates and leading bid reviews with the estimating team and executives.
  • Identify pursuit risk issues, the order of magnitude impacts and overall risk register.
  • Development of subcontract scope package, solicitation of subcontractor/supplier information, pricing, and evaluation subcontractor/supplier estimates/quotes and proposals.
  • Manage prequal documents, bid packages, deliverables and bid tab submission in bidding.
  • Oversee analysis of past performance on projects and establish estimating standards for future estimates.
  • Creating and managing bid reports, review and analysis.
  • Manage estimating processes, procedures and estimating staff training.
  • Maintain and update estimating data bases for labor, materials and equipment.
  • Consult with Clients, subcontractors, and supplier and work with the project transition and operations team on successful bids.
  • Assist Project Teams with pricing requirements for ongoing projects/change order pricing.
  • Develop and maintain business relationships to increase bid opportunities.
  • The responsibilities of this position include but are not limited to those listed above and other duties may be assigned.

 

Education & Work Experience:

  • Minimum of BS degree in Civil Engineering or related degree required.
  • 15+ years combined experience of estimating or project experience in Civil Engineering.
  • Knowledge of the heavy civil construction; structural works, earthworks, piping, etc.

Skills:

  • Experience with HCSS Heavy Bid Estimating Software and Viewpoint Construction Software a plus.
  • Strong Computer Skills to include Microsoft Excel, Word, Outlook, Power Point and schedule software.
  • Strong communication and leadership skills required.
  • Attention to detail and ability to recognize discrepancies.
     

OTHER:

  • Able to work after hours, weekends and on call when needed.
  • Traveling for meetings and site visits nationwide.
  • Ability to walk and work on outdoor construction job sites.
  • Ability to carry and/or lift up to 40 lbs.
  • Onsite Project Team opportunities available on a as needed basis.
