This range is within the Career Service salary schedule from grade 12 Step 3 to Step 6. The salary range is based on a multitude of factors including applicable rules, regulations, and guidelines.

DESCRIPTION OF DUTIES: This position is located in the Office of the Attorney General (OAG), Immediate Office, Human Resources Section. The Office of the Attorney General is responsible for prosecuting and defending civil litigation in the D.C. Superior Court and U.S. District Court for the District of Columbia and appeals in the D.C. Court of Appeals, the U.S. Court of Appeals for the D.C. Circuit, and U.S. Supreme Court. The purpose of this position is to provide personnel and management advisory services regarding OAG's human capital resources in support of programmatic operations to achieve operational goals and objectives. The incumbent of this position will serve as a subject matter expert in the areas of staffing, recruitment, labor and employee relations, compensation, classification, benefits, payroll, and human resources information technology as it relates to the District of Columbia's Merit Personnel System and related federal and local government regulations, policies, and procedures.
The HR Generalist is responsible for:
- Prepares position vacancy announcements, in collaboration with the manager, supervisor, or other senior-level staff, comparing the vacancy announcements with the position descriptions using agency applicant tracking system. Review vacancy announcements for quality and accuracy to advertise jobs.
- Routinely performs with knowledge and experience in recruitment, staffing, classification, compensation, labor relations, employee/employer relations, benefits, staff development, as well as performance training, data processing, and human resources information technology as it relates to the District of Columbia’s Merit Personnel System and related federal and local government regulations, policies and procedures.
- Explores all possible sources of job applicants to include re-employment priority and displaced employee programs.
- Prepares and/or reviews Selection Certificates which list eligible job applicants, assuring adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR), and conformance with the goals and objectives of the agency. Conducts personal reference checks on applicants.
- Prepares salary recommendations using market data and assures adherence and compliance with policies and requirements of the agency.
- Prepares and drafts verbal and written salary offers.
- Initiates and processes personnel actions for employees in PeopleSoft.
- Conducts in-house orientation of new employees as it relates to the policies and procedures outlined for the agency.
- Conducts agency's employee exit interview and maintains associated documentation.
- Develops, analyzes, and evaluates administrative procedures, functions, controls, and systems for the agency. Researches interpret and apply various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems.
- Participates in the development of various forms and narrative reports requested by the agency.
- Analyzes mission and functions in view of the current labor market to ensure the recruitment of the best-qualified applicants.
- Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies.
- Maintains and utilizes the District's employee benefits program to effectively research, analyze, investigate, resolve, and audit employee's general and specific inquiries, problems or discrepancies.
- Develops, facilitates and evaluates the effectiveness and application of training programs.
- Reviews and monitors personnel reports to identify and address emergent problems with excessive turnover, recruitment and retention, low morale, etc.
- Monitors the timely initiation of personnel action requests; coordinates with DCHR to identify any problems in processing and endeavors to resolve those issues in support of OAG office and/or business.
- Participates in and/or coordinates special projects and implementation of management initiatives. Assists management in identifying developmental recruitment training presentations and organizational training needs for OAG personnel.
- Researches, compiles, and organizes information and data and prepares periodic statistics and reports, upon request and in support of workforce planning for OAG.
- Attends meetings and participates, as needed, by making presentations and providing background information.
- Performing other duties as assigned.
QUALIFICATIONS: Candidates must have at least four years of experience with full-cycle recruitment and processing knowledge in an Applicant Tracking System. A Bachelor’s Degree in Human Resources Management, Business Administration, or another related field is preferred. In addition, candidates must have one (1) year of Specialized Experience in other HR fields noted above.
Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position directly related to the position.
SUBSTITUTION OF EDUCATION: A substitution of education for required experience will be allowed as defined in OPM’s Qualification Standards. However, to receive credit, applicants must submit official proof of educational attainment at the time of application.

Ranking Factor #3: Demonstrated knowledge of the fundamental principles, concepts, and methodology of personnel management, knowledge of most common and or frequently used personnel policies and procedures within large organizations and/or government operations.
Ranking Factor #4: Knowledge and use of human resources information systems to perform a variety of personnel tasks, such as initiating and processing personnel actions and report generation.
Ranking Factor #5: Demonstrated ability to function effectively within highly important interpersonal relationships, applying excellent communication skills, both orally and in writing, and adapting continuously to changes.
