The New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation’s largest municipal Housing Finance Agency. HDC seeks to increase the supply of multi-family housing, stimulate economic growth, and revitalize neighborhoods by financing the creation and preservation of affordable housing for low-, moderate-, and middle-income New Yorkers. HDC’s programs support the construction and preservation of multi-family affordable housing in New York City.
Position Summary
The Strategic Operations Intern will work with colleagues in the President's Office, across HDC, and at external partners to identify and implement solutions to issues of strategic importance to the Corporation. As part of the team, you will gain experience analyzing and managing issues that cut across HDC that require a comprehensive approach.
Through one or more projects, you will receive coaching and support on how to:
- Define challenging policy, operational, and financial problems
- Synthesize complex and unstructured qualitative and quantitative information to inform decision-making
- Collaborate in a cross-functional environment with professionals from different disciplines
- Fine-tune your quantitative and communication skills to be effective in time-constrained environments
The Strategic Operations Intern will work on the Chief Strategy Officer's team in the President's Office and report to the Vice President for Strategic Operations.
Recent projects or issues on which the team has worked include: an evaluation of a legacy middle-income affordable housing program, development of proposals to streamline the moving of formerly homeless households into permanent affordable housing, crafting successful recommendations to reduce federal administrative barriers in the lease-up process, structuring a new equity-enhancing loan guarantee with an external financial institution, and investigating solutions to rising insurance costs in multifamily affordable housing.
Responsibilities:
Responsibilities, depending on the project, could include:
- Analyze financial and operational data to identify trends and challenges
- Conduct detailed financial statement analysis
- Apply econometrics and causal inference to test hypotheses
- Build data models to quantify problems and solutions
- Create presentations for leadership and partner engagement
- Assess and adapt tools to support new strategic goals
- Support idea development, stakeholder engagement, and project management

Required Qualifications:
- Advanced skills in financial modeling or statistical analysis
- Bachelor’s degree from an accredited institution
- 4+ years of professional experience in:
- Real estate finance
- Quantitative analysis
- Economics
- Equity/debt research
- Financial, planning, and analysis (FP&A)
- Quantitative public policy analysis
- Or an equivalent combination of education and experience
Preferred Qualifications:
- MBA, master’s degree in a quantitative discipline, or other graduate degree
- 8+ years of relevant professional experience
- Advanced proficiency in at least one analytics framework (e.g., R, Python, Stata, SAS)
