Summary:

To ensure adequate staffing within the Division of Nursing, working in collaboration with the Executive Directors, Patient Care Managers, and Clinical Nurse Managers, and to provide measurement and evidence of effective staffing. Collaborates with others to achieve the hospital's strategic objectives and mission.

Responsibilities:

  1. Planning / Organizing Criteria A: Establishes annual unit operational goals and objectives with Executive Director. Planning / Organizing Criteria B: Provides an environment which promotes customer service and encourages growth and development for employees to develop skills and knowledge, and to enhance optimal functioning and job satisfaction and efficiency. Planning / Organizing Criteria C: Collaborates with Executive Director of Nursing Operations to provide analysis and reports of staffing efficacy and utilization Planning / Organizing Criteria D: Ensures that policies, procedures, and processes for Staffing Office (Cost Center 902) and Float Pool (Cost Center 908) are current and in compliance with hospital policies and procedures.

Job Knowledge / Problem Solving Criteria A: Identifies and Communicates all relevant staffing issues to Nursing Administration and demonstrates problem - solving ability related to recruiting staff to fill vacancies in day-to-day schedule staffing. Job Knowledge / Problem Solving Criteria B: Coordinates and monitors the daily activities of the Staffing Office and its personnel. Job Knowledge / Problem Solving Criteria C: Develops, builds, and maintains computer systems in order to achieve accurate information on staff members' competencies and licensure, performance such as attendance and overtime utilization, staffing efficacy. Job Knowledge / Problem Solving Criteria D: Collects, audits, and analyzes acuity data, scheduling data, information from the ADT database to trend staff utilization and project future staffing needs, and provides this information to Nursing Administration.
    3. Team Building / Leadership / Retention Criteria A: Maintains effective communication with Executive Directors, Patient Care Managers, Coordinators, and Clinical Managers through verbal and written reports, and works with others to resolve conflicts and problems directly. Team Building / Leadership / Retention Criteria B: Provides support and direction to Staffing Assistants, Float Unit Secretaries, and Sitters, and establishes a collaborative work environment that promotes job satisfaction and provides recognition for accomplishing staffing objectives. Team Building / Leadership / Retention Criteria C: Ensures that staffing assistants are informed of issues impacting on Norwalk Hospital (e.g., policy changes, legislation, external events, etc.) on a quarterly basis, and provides them with the opportunity to participate in the operations of the Staffing Office through regular staff meetings. Team Building / Leadership / Retention Criteria D: Provides vision and leadership to Staffing Assistants, gives recognition for talents and abilities, and stimulates growth by providing opportunities for each Staffing Assistant to take on special projects.
    4. Customer Service Criteria A: Ensures that all staff are held accountable for adhering to "care Team Behaviors" (Caring, Attentiveness, Responsiveness, Empathy and Teamwork). Customer Service Criteria B: Ensures that unit leadership effectively models and demonstrates a customer service orientation to meet the needs of all internal and external customers. Customer Service Criteria C: Obtains and encourages direct customer feedback through daily interactions with Executive Directors, Patient Care Managers, and Clinical Managers. Customer Service Criteria D: Identifies issues related to service provided to the customers of the Staffing Office and provides leadership in promoting continued improvement.
    5. Quality Improvement / Outcomes Management Criteria A: In conjunction with division leadership, establishes and manages a process for monitoring utilization of staffing resources, including overtime, sitter / per diem usage, sick time, etc. Quality Improvement / Outcomes Management Criteria B: Collects and analyzes data aspects of care quality such as producing reports on call system performance. Quality Improvement / Outcomes Management Criteria C: Provides documentation of staffing to external reviewers such as the State of Connecticut Department of Public Health and JCAHO as directed. Quality Improvement / Outcomes Management Criteria D: Works collaboratively with Human Resources and Nursing Office Coordinator to ensure accuracy of employee information in Res Q system, so that reports can be generated and budgets built.
    6. Human Resource Development Criteria A: In collaboration with the Department of Human Resources, ensures systems/processes are in place for recruitment and retention of required staff members. Human Resource Development Criteria B: Interviews, hires, and orients new Staffing Assistants and sitters. Human Resource Development Criteria C: Provides individual counseling, coaching and positive reinforcement of growth and development to ensure optimum performance; documents sessions. Human Resource Development Criteria D: Collaborates with Executive Director and Department of Human Resources on issues related to disciplinary action that may include suspension and/or termination.
    7. Fiscal Accountability Criteria A: Assists Executive Director with annual budget preparation and manages within budget parameters. Fiscal Accountability Criteria B: Participates in financial forecasting and planning along with other members of the management team. Fiscal Accountability Criteria C: Ensures that required resources are available (e.g. staff, technology) to meet staffing requirements; works to minimize use of more expensive resources (such as doubletime, sitters, etc.) Fiscal Accountability Criteria D: Provides acuity data/ ADT data / volume to enable Patient Care and Clinical Managers to make unit staffing decisions.
    8. Professional Development Criteria A: Participates in the Nurse Manager Group, Nursing Management Council, and Daily Bed Meeting, and other committees as needed. Professional Development Criteria B: Takes responsibility for identifying areas for self development and actively seeks opportunities and resources to meet developmental objectives. Professional Development Criteria C: Pursues educational opportunities, such as management development core curriculum offered in the hospital, CHA courses related to management and computer technology, and stays abreast of changes and upgrades in software systems, including periodic attendance at the Res-Q User Group. Professional Development Criteria D: Co-leads Unit Secretary meeting with a Patient Care and Clinical Manager and participates in new nursing staff orientation.
    9. Performs other duties as assigned.
    10. Fulfills all compliance responsibilities related to the position.

Education: HS GRAD/EQUIVALENT

Other Information:

Required: High School Diploma or equivalent; College Degree Preferred. Three - five years staffing/administrative experience in a high volume customer service-oriented environment preferred.
Minimum Experience: zero to six months
Desired: Ability to manage multiple priorities and to direct a diverse work force. Must work well under pressure. Requires effective communication and interpersonal skills. Requires the ability to work independently, prioritize and multi-task, and manage long-range projects. Must elicit cooperation from other managers and staff without direct line authority in order to achieve results.
