About the Role
The onsite Human Resources Manager partners with Operations leaders to deliver full-scope HR support across the employee lifecycle and supervises Operations HR team members. This role serves as the primary HR contact for Operations, leading recruiting and workforce planning, advising on performance and employee relations matters, conducting investigations, and ensuring consistent application of company policies and employment laws. The position also supports engagement and development efforts, maintains job descriptions and contributes to HR programs and projects, reporting to the Senior Director of Human Resources. This role will typically spend 3 days in Camas and 2 days in Vancouver each week and/or as needed.
Responsibilities
- Serves as the main HR point of contact for employees and leadership in assigned area of manufacturing operations.
- Leads recruitment efforts for the operations organization, working with managers to identify and hire top talent for key roles.
- Works with senior management to identify and develop additional recruitment sources for entry level or experienced manufacturing employees and technicians.
- Provides guidance, support, and recommendations for the resolution of complex employee relations activities including coaching conversations, and administration of disciplinary actions.
- Works with managers and employees on a wide range of issues including performance management, compensation, and organizational and employee development.
- Applies legal requirements, company policy and values to make recommendations to help resolve employment related issues. Work closely with management and senior HR leadership to ensure compliance with policies as well as state and federal labor laws.
- Engages as a trusted advisor and subject matter expert to guide managers in addressing employee relations issues.
- Performs investigations and advises management personnel on the fair and consistent handling of situations requiring discipline.
- Gathers insights about the organization to enable better management coaching and employee engagement and development opportunities.
- Collaborates with Corporate HR team members on the development and administration of corporate-level HR programs, policies, practices, compensation, benefits, and recruiting strategies.
- Assists with employee training and communications at the Operations level.
- Maintains Operations position descriptions and job postings.
- Tracks and reports on HR data in support of Operations management.
- Reviews all Operations personnel actions such as hires, terminations, disciplinary actions and transfers in accordance with company policies and practices.
- Participates in developing HR department goals, objectives, programs, and systems.
- Leads projects and initiatives as assigned.
Required Skills/Experience
- Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, or a related field.
- Current HR certification is preferred.
- Must have a minimum of 7 years of experience as an HR Generalist or HR Manager, with a minimum of 3 years of experience in a manufacturing environment, preferably in the high-tech industry.
- An equivalent combination of education, training and experience may be considered.
- Must be flexible to work with employees on different shifts and different locations, as needed.
- Must have an expertise in employee relations and talent acquisition.
- Solid HR systems understanding and experience.
- Ability to grasp issues quickly, get to the root of problems and work with others to resolve.
- Exceptional organizational, attention to detail and time management skills.
- Ability to establish relationships while maintaining a neutral and unbiased stance.
- Ability to be proactive, to anticipate and provide solutions to business needs, and meet tight deadlines.
- Strong knowledge of employment laws and HR practices, with the ability to turn that knowledge into practical action.
- Strong analytical and systems ability. Experience with HRIS systems, HR metrics or dashboards.
- Strong Excel, Word and PowerPoint skills.
- Strong interpersonal skills including excellent communication and facilitation skills.
- Demonstrated ability to protect confidential and proprietary information, exercise discretion, and set professional boundaries.

Salary based on qualifications
- Human Resources Manager: $95,000 - $125,000
- Senior Human Resources Manager: $120,000 - $150,000

- Target Cash Bonus of 6% to 12% of earned wages, depending on level
