Job Title:  Case Manager  (Bi-lingual)
Department/Program: ORR Mi Futuro-Shelter  
Reports to: Case Management Supervisor or Program Director  
Work location: Downtown Portland  
FLSA status: (nonexempt/hourly) 
Salary: $26.41/hr. - $27.47/hr.

Position/Job Summary:

The Case Manager is responsible for the totality of the case for unaccompanied children in ORR care, by assessing for reunification options which includes completion of assessments, service plans, screening for human trafficking concerns, facilitating the safe and timely release of youth while complying with documentation of services in the case file. The Case Manager works closely with and in collaboration with other departments and external stakeholders.  
  
Position/Job Duties and Responsibilities:
  • Case Management services, as described below: 
  • Oversees all aspects of the Youth’s case 
  • Maintain case file documentation in accordance with ORR requirements. 
  • Maintain confidentiality when gathering, documenting, consulting or consolidating information necessary for the case management assessment and the plan of care.   
  • Maintain regular contact with each youth, youth’s family when possible, and established service providers to communicate case planning and progress. 
  • Supports in the services provided to the youth while in care including locating resources for youth, assisting with transporting youth to outside appointments.  
  • Gather historical and current data relative to completion of a comprehensive case management assessment including, but not limited to, school records, medical records, mental health treatment, legal status and court involvement, social and family strengths and needs, support systems, and specific cultural issues. 
  • Presents case to Stakeholders in weekly Case Staffing Meetings 
  • Participate in team meetings, staff in-service training and department meetings. 
  • Carries a case load of 8 clients, varying on program census. 
  • Completes timely reporting per ORR, State and federal policy requirements. 
  • Conducts internal chart reviews to monitor documentation compliance.    
  • Completes, timely and accurate timesheets and other personnel/administrative records as required. 
  • Other duties as assigned to ensure successful operation of program/department
  • Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.  
  • Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization.

Required Position Qualifications: (Minimum qualifications required by the contract/program to be considered for hire into this position) 
  • Bachelor’s degree in the behavioral sciences, human services or social services fields.  
  • Bi-lingual in Spanish and English, written, read and verbal  
  • Attained age 21 years or older before first day of employment in position (ORR)  
We consider education, training, experience and demonstrated skills. This position requires ORR approval; exceptions to the minimum qualifications require ORR’s explicit written approval prior to hire and ORR may require supervision plans and additional training.
 
Preferred Position Qualifications: (preference may be given to those who hold these qualifications; however, candidates who meet the required position qualifications are encouraged to apply) 
  • ORR experience  
  • Knowledge of Federal, State and agency regulations.  
  • Knowledge of adolescent developmental issues, trauma, abuse and neglect, substance abuse and dependence, delinquency, peer influence, and related group and individual interventions. 
  
Other Requirements: (provide specific details relevant to the position such as environment, physical requirements of the position, availability requirements, etc.) 
  • Able to work shift hours and days, as assigned. Position may require work outside of usual work hours on occasion. 
  • Able to pass a comprehensive criminal history background investigation  
  • May need to travel with youth on occasion on airplane or company vehicles.  
  • Position may require working at multiple ORR Program sites  
  • TB test 
  • Current CPR and Standard First Aid required 
  • 40 hours of required training per year
