Role Purpose  
 
We are seeking a Product Governance & Controls Lead (U.S.) to provide end to end ownership, oversight, and governance across all cash management, liquidity related, and high risk transactional activities booked or serviced through the U.S. Bank. This role will ensure well controlled delivery of products and services across a growing global client base. 
This position combines operational oversight, risk management,  and regulatory alignment. Operating as the central point of accountability for.  
 
Responsibilities  
 
Risk Ownership & Control Framework
  • Own the end to end risk management lifecycle for cash management and related transaction banking processes within the U.S. Bank. 
  • Ensure all clients, transactions, and counterparties remain within U.S. Bank and Group risk appetite across operational, credit, settlement, financial crime, liquidity, and vendor risks. 
  • Build and maintain a comprehensive Risk & Control Framework, ensuring effective controls, timely remediation, and alignment with Group standards. 
  • Champion a strong first line risk culture and close maturity gaps identified through prior audits, thematic reviews, or regulatory feedback. 

Governance, Policies & Outsourcing Oversight

  • Define and maintain a formal U.S.–UK operating and outsourcing framework, including SLAs, RACIs, service performance expectations, and MI requirements.
  • Oversee MI and governance reporting across risk, operational incidents, vendor exposure, and service performance. 
  • Strengthen transparency, accountability, and traceability across all outsourced or cross border operational processes supporting cash management. 
  • Ensure policies and procedures remain current, owned, tested, and aligned to regulatory expectations and business growth. 

Regulatory Alignment & Examination Readiness

  • Serve as the first line SME for regulatory expectations covering transaction banking, payments, liquidity, operational resilience, BSA/AML/OFAC considerations, and cash related supervisory expectations. 
  • Lead preparation for regulatory exams by maintaining documentation, test results, playbooks, and evidence libraries. 
  • Act as the primary point of contact for Risk, Compliance, Internal Audit, and U.S. regulators on matters related to first line cash management and transaction banking governance. 

Booking Model & Multi-Entity Controls

  • Maintain and enhance multi entity booking models to ensure accuracy, transparency, and compliance across U.S. and international entities. 
  • Oversee reconciliation processes related to cash movements, cross border flows, intercompany activity, and transactional booking. 
  • Reduce fragmentation and improve data quality by aligning systems, processes, and execution models (e.g., CRM, payment systems, treasury platforms). 
  • Ensure integrity of operational and financial data across jurisdictions and operating teams. 
 
 
 

What We're Looking For

We welcome candidates from cash management, payments, treasury operations, financial services operations, or risk & controls backgrounds. Banknotes experience is beneficial but not required—the role’s success depends on strong governance, operational risk ownership, and comfort operating in a heavily regulated environment. 
 
Essential experience:
  • Experience in a regulated financial services environment (banking strongly preferred). 
  • Strong understanding of first line operational risk, governance, and control frameworks (e.g., RCSA, KRIs, issue management, outsourcing oversight). 
  • Experience working with U.S. regulators or supporting regulatory examinations. 
  • Ability to lead and influence across time zones and senior stakeholder groups. 
  • Experience managing outsourced, cross border, or multi entity operational processes. 
Desirable experience:
  • Experience in banknotes, cash logistics, or physical cash value chain. 
  • Experience building new governance frameworks, functions, or operating models within a scaling or transforming organization. 
  • Exposure to treasury, liquidity, or payments operations.

  • This role offers a salary range between $200,000-$250,000 per annum + bonus scheme and a comprehensive benefits package
