Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
JOB SUMMARY:
This position is responsible for the management of all operating and operating funded capital projects and efforts assigned within the Maintenance of Equipment department. This includes direction and coordination of all interactions of staff engineers, vendors and consultants related to the development, design, manufacture, modification, testing, analysis, documentation, maintenance, troubleshooting, and configuration control of equipment, systems and material on new and existing LIRR rolling stock; provides inter-department coordination, project planning, oversight, direction, and administration of all project activities as well as coordination of the efforts of the project stakeholder; ensure understanding of and adherence to appropriate federal, state and industry regulations and guidelines;  manage all activities of consultants and 3rd party contractors when applicable.  The Manager of Projects will coordinate, communicate, and participate in the reviews, approvals, and the delivery of the defined project deliverables to ensure that all objectives of scope, quality, budget, and schedule are met.. Represent the railroad at various industry standards development meetings, such as APTA, and FRA regulation development meetings. Represent the maintenance of equipment department at meetings with upper management concerning new initiatives.
DUTIES AND RESPONSIBILITIES:
  • Manage and coordinate engineering analysis, design, review and documentation (including development of engineering drawings, letters, notices and instructions) for rebuilding, repairing, maintaining and modifying, existing EMUs, coaches or locomotive systems and components in support of all shop maintenance activities.  These changes, modifications and repairs must be in accordance with accepted engineering practices recognized by industry standards and must conform to FRA/AAR/APTA/DOT requirements for passenger rail service and maintainability
  • Serve as Project Engineer in railcar component redesign and retrofit.  This includes conceiving, specifying and approving  design; managing of acceptance testing, First Article Inspection (FAI) and Failure Modes, Effects and Critical Analysis (FMECA) when appropriate;   and coordinating with Procurement Dept. and vendors for the entire project,
  • Manage and coordinate activities of craft, supervisory and professional personnel in shop, laboratory, off-site and meeting environments.  Coordinate and conduct “test trains” for testing and proving of modifications and proposed replacement components.
  • Development, review and approval of engineering documents including Maintenance Instructions, Equipment Change Letters and Maintenance Reminders in accordance with principles of Configuration Management.  
  • Respond to Requests to Engineering (RTEs) from Procurement Dept. to ensure procurement of proper material and replacement parts; create carefully worded ordering descriptions that preclude purchase of inadequate or inappropriate replacements and test and qualify material and parts offered for substitution.  
  • Development, review and approval of Technical Statements of Work (TSOW) and material specifications in support of procurement bid and proposal solicitations.
  • Supervise use of precision measuring equipment such as micrometers, dial indicators, calipers, hardness testers and spring testers to inspect internal components of various rolling stock assemblies and components.  This inspection can be in support of new and alternate component sourcing, creation or modification to Qualified Parts Lists (QPL) in coordination with Procurement group, acceptance testing in coordination with Incoming Inspection and Quality Assurance group and investigation and troubleshooting of failed components and systems.
  • Supervise field, tear-down testing and trouble- shooting activities for new components or equipment as well as repetitive failure components using  test equipment such as chart recorders, pressure transducers, pressure gages, thermocouples, speed sensors, and accelerometer to test various rolling stock systems and analyze data to form conclusions about the equipment operation and generate reports on findings.
  • Identify obsolescence issues with existing and new mechanical train systems and plan accordingly for timely component redesign and replacement.
  • Use Auto-CAD or similar design, testing, simulation software to create and manipulate drawings and schematics for use internally and externally in support of procurements, design and maintenance.
  • Serve as liaison to APTA (American Public Transportation Authority) working groups to interpret, assess and plan for FRA (Federal Railroad Administration) proposed regulations and impact to LIRR on technical front.  Interface with contractors and consultants on behalf of the DGM – Fleet Engineering and GM Fleet Engineering.
  • Support LIRR and MTA Legal Departments by providing advice, information and testimony regarding design and maintenance of rail cars and systems for legal matters involving passengers and employees.  Evaluate suggestions for appropriateness of design, material liability, safety and adherence to regulations
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Select, develop, motivate and supervise subordinate engineering personnel within Fleet Engineering group. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Conduct Performance Evaluations for those under direct supervision.  Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Develop RCM work scope, maintenance intervals and bills of material for rolling stock systems. Develop test, inspection and procedure documents in support of maintenance.

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor’s Degree in Arts/Sciences (BA/BS) in mechanical engineering.  In lieu of degree 16 years of related experience with demonstrating application of engineering principles in the practical solution of engineering problems in a maintenance or production environment with an understanding and application of strict design control requirements may be considered.
  • Minimum 12 years demonstrating application of engineering principles in the practical solution of engineering problems in a maintenance or production environment with an understanding and application of strict design control requirements.
  • Minimum 6 years working on projects requiring detailed knowledge and use of codes and practices commonly used in the United States rail industry such as APTA Standards and CFR
  • Must possess Sound Technical Writing and communication skills (oral and written).
  • Must demonstrate knowledge of sound management techniques, logic, budgeting, contracts, procedures, laws and the fundamental principles of project management.
  • Must possess the ability to work under pressure in analyzing engineering and technical issues that will impact our operation.
  • Must possess personal computer skills in applications such as but not limited to word processing, spreadsheets, database programs.
  • Must possess demonstrated budget and scheduling development and review skills.
  • Must have demonstrated spreadsheet and database experience.
  • Must be knowledgeable with equipment design, print layouts, work measurement, material specs and maintenance and production tasks standards.
  • Must be able to supervise team tasks to accomplishment. Must balance needs and goals of multiple stakeholders (Shop, Transportation, etc.).
  • Must demonstrate ability to evaluate equipment design and maintenance processes implementing upgrades and improvements.
  • Must possess demonstrated decision making, problem solving and judgment skills relevant to Fleet Engineering.
  • Demonstrated ability to lead design review and First Article Inspection meetings for new rail cars and equipment.
  • Must possess the ability to analyze project scheduling and budgeting and identify critical path throughout project life and recommend course of action based on schedule and work scopes.
  • Must demonstrate ability to conceive, plan, manage and execute rail car system projects within the principles of configuration management
  • General knowledge of shop craft labor agreements and union shop environments.
  • Familiarity with the applicable FRA/APTA/AAR standards, guidelines, and policies.
  • Must possess a working knowledge of Configuration and Data Management, as well as, Warranty Control processes.
  • Must possess a demonstrated understanding of parts breakdown structures of mechanical and electrical designs and typical revision controls.
  • Must possess knowledge of Engineering practices of document access, control, and revision, concurrence routing, communications and correspondences.
  • Must demonstrated expertise in the development of specifications used for bid solicitations for rail car equipment
  • Must possess experience with the application of Failure Modes, Effects and Criticality Analysis (FMECA) on rail car equipment.
  • Must possess detailed knowledge of LIRR rolling stock, operations, facilities, rules, policies and practices.
  • Must demonstrate detailed knowledge of a critical area of rail car engineering and design, manufacture, repair or maintenance planning or the passenger car regulatory process
  • Valid Drivers License
  • Ability to work extended hours to support unplanned work, emergencies, etc.
PREFERRED QUALIFICATIONS: 
  • Additional or advanced degree in an engineering or management discipline. (Equivalent of two years additional experience).
  • Experience with other Engineering or Contract applications, such as Mathcad, NUCARS, Contract Manager SharePoint.
  • Supervisory experience.
  • Familiarity with project management procedures and procurement practices.
  • Experience with existing LIRR rolling stock systems (Carbody, Trucks and Suspension, Door Systems, Couplers, Propulsion, etc.)
