JOB SUMMARY

The Deputy Director, Operations Training Simulation and Innovation is a high-impact leadership role within the Strategy and Innovation division of Metro-North Railroad’s Operations Training department. This position will serve as the seniormost authority responsible for driving the strategic vision, innovation roadmap, and future development of Metro-North’s simulation training infrastructure. This role oversees the full ecosystem of simulation technologies, including locomotive, hi-rail, and rail traffic controller (RTC) simulators, across all training facilities. The Deputy Director will lead efforts to expand and modernize simulation capabilities, foster integration with other digital training assets, and position simulation as a core pillar of Metro-North’s training and innovation infrastructure.


DUTIES AND RESPONSIBILITIES

  • Define and lead the long-term vision for simulation technology and innovation across Metro-North’s Operations Training department.
  • Provide senior leadership and oversight for simulator programs across multiple facilities, ensuring consistency, effectiveness, and alignment with organizational goals.
  • Lead cross-departmental initiatives to integrate simulation with other advanced training technologies, including XR, AI, and multimedia platforms.
  • Collaborate with stakeholders across Operations Training, client departments, and Safety, to ensure simulator programs support performance, safety, and regulatory needs.
  • Identify opportunities to modernize and expand simulator capabilities to meet emerging operational challenges and workforce skill requirements.
  • Represent the Strategy and Innovation division in high-level discussions with vendors, agencies, and executive leadership.
  • Ensure compliance with organizational policies, data security standards, and IT governance in all digital learning initiatives.
  • Supervise and mentor the Assistant Director, who supports the execution of simulation initiatives.
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

  • Advanced simulation systems used in rail operations, including locomotive, hi-rail, and rail traffic control (RTC) environments.
  • Current and emerging trends in training technology, including immersive simulation, AI-assisted learning, and extended reality (XR).

Ability to:

  • Evaluate and prioritize simulator investments based on operational risk, workforce impact, and organizational goals.
  • Provide senior-level leadership while aligning diverse training programs under a unified strategic vision.
  • Represent Metro-North in high-level partnerships, technical collaborations, and public forums.
  • Balance multiple priorities, manage complex projects, and meet deadlines in a fast-paced setting.
  • Make data-driven decisions and interpret analytics related to learning performance and outcomes.

Must have:

  • Ability to work various shifts and locations to support operations 24 hours/7days a week
  • Valid Driver’s License

 

The following is/are preferred: 

  • Prior leadership in the development, deployment, or modernization of advanced training simulators or related technologies.
  • Familiarity with extended reality (XR), artificial intelligence (AI), or other emerging technologies used in workforce training.
  • Assess and articulate return on investment (ROI) and measurable outcomes from training technology implementations.

 

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in transportation, digital arts, media production or a related field. Demonstrated equivalent experience, education and/or technical credentials to include two additional years of related experience may be considered in lieu of degree.
  • A minimum of eight (8) years of progressive experience in digital media development, training program development, or innovation leadership, including at least six (6) years of experience managing a professional staff/diverse workforce and/or projects.
  • Metro-North Railroad Conductor or Engineer certification.

 

The following is/are preferred: 

  • Master’s degree in a relevant field such as Innovation Management, Transportation or Operations Management
  • Proficient in Unity or Unreal Engine development
  • 3D Asset Development / Deployment

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
