Telework:
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:

The Video Tolling group within Tolling Operations requires a Video Tolling Collections Analyst to support the various programs, which include support to our revenue recovery collections contract, various financial analysis' associated with the department's budget and accounting accruals, statutory bad debt write-offs, research to customer service disputes to both E-ZPass and Toll by Mail programs, providing approvals to payment plans using authority's policies, internal control testing to various KPI performance metrics to all cashless tolling programs, financial and cost benefit analysis reporting, research to audit support and providing additional support to DMV enforcement appeal process. In addition, once the Central Business District Tolling Program (CPDTP) is implemented, the number of payment plans and hearings substantially increases, requiring additional support to the DMV Enforcement program. This analytical support includes:

Oversee the tolling authority's collection agencies and other various contracts, from performance evaluation and compliance monitoring to the accurate and timely processing of all associated contract payments and invoice reimbursements.

Responsible for conducting daily invoice reconciliation and conducting comprehensive audit reviews specifically for the back-office vendor and external collection agencies, ensuring accuracy and compliance.

Recording records of each payment plan agreement and reconciling remitted payments until balances have been satisfied according to agreement.

Conduct customer dispute settlement negotiations by actively working to resolve customer complaints and reach agreeable resolutions using the Tolling Authorities' approved settlement policies.

Lead the annual bad debt financial analysis process, including the collection, validation, and analysis of large datasets related to accounts receivable and historical write-offs.

Respond to ad-hoc requests for financial analysis related to accounts receivable and bad debt.

Prepare and accurately submit accruals for all contract vendors in accordance with the Tolling Authority's policy and accounting principles, ensuring timely financial reporting.

Develop and forecast monthly commission expenses, ensuring accuracy and alignment with annual budget projections.

The Video Tolling Analyst will be required to learn the fundamentals of E-ZPass, ORT policies and processes, customer service policies, and learn to use the customer account management system (Vector), the Crystal reporting tool, and DMV PREED system. This position will support the Tolling Operations & Research group in an analytical capacity. The analyst will be an independent contributor, reporting to the Manager, Video Tolling, and will have the latitude to make recommendations to improve performance, minimize risk, and preserve revenue. The analyst will need to communicate with various levels of staff throughout the organization, specifically our Law Department and Operations/SOD, with our CSC contractor, and with our collection agency.

Responsibilities:

  • Performing and approving customer settlement negotiations by vendors.
  • Conducting Multi-Contract Vendor Audit Reviews on a regular basis.
  • Monitoring and ensuring targets are met for all collections contracts according to the agency’s goals.
  • Managing uncollectible accounts from the financial records to accurately reflect the company’s financial position and reduce the impact of bad debts to the back office and collections systems.
  • Oversee the department's accounting accruals and forecast budget commissions to ensure accurate financial reporting.
  • Performs other duties as assigned
  • Complies with all policies and standards
  • May be required to work hours outside regular work hours, as applicable
  • Observes the work performed by contractors, as applicable
  • Reviews invoices and approves them if the work has contractual standards, as applicable
  • Addresses performance issues with the contractor when possible, as applicable
  • Escalates issues to other parties when needed, as applicable


Qualifications

Bachelor’s degree in arts/sciences (BA/BS) Business Administration, Administration, Project Management, Finance, or a related field 

Minimum 5 years satisfactory full time professional experience.

Proficient in Microsoft Office applications (i.e., Excel, Word, Visio, PowerPoint, or Power BI), TEAMS, Zoom, or similar virtual platforms.

Strong analytical skills – ability to gather and sort data, identify and report anomalies, and monitor through resolution.

Strong interpersonal skills – this position will need to partner with other staff members inside and outside of Toll Operations and CBDTP in order to accomplish individual and unit’s goals. These skills are developed by working in environments where collaboration and coordination were required to achieve goals.

Strong time management skills – Ad hoc analyses will be required when unplanned projects or requests arise. These skills are developed by prioritizing workload and seeking advice from direct supervisor.

Excellent written and verbal communication skills with the ability to articulate complex legal and business issues clearly to both technical and non-technical audiences.

Meticulous attention to detail and strong organizational skills to manage multiple contracts and deadlines simultaneously.

Preferred

Debt collection management experience

Exposure to NYCSC contract, scope of work, and amendments

Familiarity with NYCSC Operations a plus

Understanding of B&T’s E-ZPass and/or Cashless Tolling programs a plus

Knowledge of IAG and its role in National Interoperability

Intermediate working knowledge of SQL, and/or Oracle

Self-motivated and proactive team player
