COMPENSATION

Earnings Potential:       $89,407 - $111,758

Overtime Eligibility:     Not eligible for paid overtime in accordance with FLSA

SUMMARY

Under the direction of the Director of Toll Audit, the Manager, Non-Tolling Systems is responsible for the oversight, coordination, and management of TBTA’s non-tolling systems, including Work Zone Speed Enforcement (WZSE), Weight-in-Motion (WIM), Revenue Recovery Service (RRS), and other programs.

This role manages staff responsible for certifying Notices of Liability, violations, and neural network training, while also overseeing vendor relationships, liaising with external agencies, and reviewing reconciled revenue reports.

The Manager plays a key role in safeguarding revenue, improving reporting and system performance, and ensuring compliance with contractual and regulatory requirements.

KEY RESPONSIBILITIES:

Oversee and verify daily work performed by Non-Tolling Systems staff to ensure accuracy and compliance.

Coordinate with the Director of Toll Audit to enhance data collection and reporting techniques for improved accuracy and accessibility.

Support reporting efforts and contribute to the development and operational effectiveness of the group.

Participate in contractor and interdepartmental meetings to address system performance and revenue assurance.

Identify sources of potential revenue leakage and implement strategies to increase revenue collection.

Produce management reports to support departmental initiatives and decision-making.

Collect, analyze, and report on non-tolling data to measure program performance.

Collaborate with the Technology Department to enhance reporting tools, applications, and data presentation.

Conduct complex audits and special studies as directed by the Director of Toll Audit.

Support procurement efforts, including preparation of scopes of work, RFP development, and requisitions for task orders.

Manage staff development, including training, field visits, and performance evaluations.

Develop training programs and manuals to support transition from legacy technologies to modern data processing platforms.

Establish, track, and report on division goals (monthly, quarterly, annually).

Manage administrative functions, including staff timekeeping, job descriptions, vacancy fulfillment, and telecommuting performance monitoring.

Validate internal control audits and ensure compliance with established policies.

QUALIFICATIONS

A baccalaureate degree in business, technology, engineering or other related fields from an accredited college. Additional years of experience can be substituted in lieu of education. 

Minimum six (6) years of relevant finance/ auditing, technical experience, or tolling and Intelligent Transportation Systems experience.

Minimum two (2) years in an administrative, managerial, or supervisory capacity.

Knowledge and experience working with MS office suite applications (Word, Power-point, Outlook) and proficiency with Excel. 

Proven ability to manage and develop a small professional team (5–10 staff), including coaching, performance evaluation, and goal setting.

Strong organizational skills to schedule, prioritize, and oversee required and specialized audits, ensuring timely and accurate results.

Expertise in analyzing processes and workflows to identify inefficiencies and implement improvements.

Proficiency in developing scopes of work, preparing requisitions, and delivering professional presentations.

Advanced analytical and data interpretation skills with demonstrated proficiency in reporting and auditing tools.

Excellent written and verbal communication skills for reporting, stakeholder engagement, and vendor management.

Strong ability to manage multiple priorities while maintaining accuracy, accountability, and attention to detail.

Technical knowledge of complex system operations, including the ability to support transitions to modern data processing platforms.

Demonstrated precision and attention to detail when reviewing reconciled revenue reports and audit findings.

Ability to collaborate effectively with staff, contractors, vendors, and external agencies to maintain compliance and revenue integrity.

Critical thinking skills to identify sources of revenue leakage and implement corrective strategies.

High standards of integrity and discretion in handling sensitive financial and operational data. Commitment to continuous improvement to enhance system performance, reporting accuracy, and staff development.

PREFERRED QUALIFICATIONS

Managerial experience in a public agency or with a toll collection systems contractor

Experience with vendor management, reporting systems, and revenue assurance programs.

Familiarity with intelligent transportation systems (ITS) or enforcement technologies.

Experience with toll collection systems, auditing, technical experience, inspections or facility sweeps.

Experience with Microsoft Power Apps, Power BI or other reporting tools like Tableau.

Experience with Visio, MS Project and other management tools.

NYS Driver's License.

Knowledge of management and performance measurement processes and approach

Effective research, analytical, writing abilities and communication skills

Knowledge of computer software and hardware systems and their application in an operating environment.
