Position Objective:

Responsible for the management of the hardware infrastructure for current and future mission-critical control systems. This includes designing, implementing, analyzing, and maintaining the operational environments for all control systems. Similarly, this position will be responsible for the documentation and the development of strategic plans to ensure reliable emergency recovery of all mission-critical CTC, PTC, and SCADA control systems.

Responsibilities:

  • Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems, and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups. Adherence to all systems security recommendations and the industry's best policies. Perform regular security monitoring to identify any possible intrusions.
  • Perform supervisory and administrative functions associated with the management and support of the Communication & Signal Department services such as the SCADA upgrade project, CTC upgrade project and the PTC implementation project.
  • Provide leadership in the engineering, designing, and implementation of Hardware solutions for the Centralize Traffic Control (CTC), Positive Train Control (PTC), and Supervisory Control and Data Acquisition (SCADA) systems. Manage agreement and non-agreement workers in the design and modification of interfaces for new, as well as existing hardware systems. Repair and recover from hardware failures. Coordinate and communicate with impacted stakeholders.
  • Assist in the development, enhancement, and maintenance of security policies and manuals for the control systems. Apply OS patches and upgrades on a regular basis and upgrade administrative tools and utilities. Configure / add new services as necessary to the Control Systems and hardware infrastructure.
  • Upgrade and configure system software that supports computing infrastructure applications or Asset Management applications per project or operational needs. Deployment of servers, workstations, and networking devices. Maintain operational, configuration, or other procedures.
  • Perform periodic performance reporting to support capacity planning for the CTC, PTC, and SCADA control systems. Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required to support the CTC, PTC, and SCADA control systems
  • Select, develop, and motivate staff and provide career development for team members.  Provide effective coaching and counseling.  Manage team and individual performance.  Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

Required Qualifications:

Required Knowledge/Skills/Abilities:

 

  • Strong knowledge of Windows Server configuration and deployment skills.
  • Strong knowledge of Windows Desktop configuration and deployment skills.
  • Strong knowledge in Storage Area Network (SAN) configuration and deployment skills.
  • Strong knowledge of VMware and Virtual machines (VM).
  • Strong knowledge of Ethernet Networks.
  • Strong knowledge of Network management systems.
  • Strong knowledge of 49 CFR Part 236, subparts H and I requirements.
  • Knowledge of construction techniques and practices for cabling systems.
  • Strong knowledge and experience in the integration of digital networks.
  • Strong knowledge of project management standards and practices.
  • Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
  • Strong oral and written communication skills.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Must be able to work in a high-profile/high-pressure environment.
  • Must be able to manage complex multi-discipline projects.
  • Strong knowledge of Auto CAD or comparable programs.
  • Strong knowledge of Microsoft Project comparable programs.
  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
  • Must be able to implement and participate in Metro-North Railroad’s Priority One Safety Program.
  • Must be able to work outside of normal working hours as needed to support maintenance, troubleshooting failures, and systems projects.
  • 24-hours 7 days’ availability required.
  • Valid driver’s license.

Required Education and Experience:

 

  • Bachelor’s Degree in Electrical Engineering, Computer Science, Computer Engineering, or other related technical fields. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree.
  • Knowledge of PTC, CTC, SCADA, or other Industrial Control Systems (ICS) .
  • Minimum of five (5) years of experience encompassing all aspects of Hardware systems administration including experience with configuring and troubleshooting network and communication hardware.
  • Minimum three (3) years of progressively complex management experience managing projects and a diverse workforce.

0Preferred Education/Experience/Training:

  • Knowledge of the IBEW and ACRE union practices.
  • Familiarity with Metro-North’s Policies and Procedures.
  • Familiarity with Metro-North’s collective bargaining agreements.
  • Knowledge of Microsoft Azure, CCNA, and MS Certifications.

This position is safety-sensitive and subject to toxicological testing.
