Job Summary:
The Senior Director, HR Business Partner (HRBP) role will support and provide oversight and direction to a team responsible for the implementation of a full range of HR activities across multiple functions for the Agency. The Senior Director, HRBP drives the HR agenda to align HR business processes by partnering with People (HR) Towers and Agency management to deliver HR programs and initiatives effectively and efficiently. The Senior Director is also responsible for the implementation of HR integrated solutions and programs in alignment with business strategies and goals, while ensuring compliance with MTA policies and governmental laws and regulations. In addition, this role is responsible for prioritizing and managing a team that focuses upon the implementation of HR strategies and goals to support service delivery for the Agency. This role is responsible for providing high level strategic planning and implementation of human resources policies and procedures for MTA MNR and LIRR workforce, through disseminating information and providing policy direction to employees. This position directs and manages a variety of selected programs and policy administration for MTA employees to ensure consistent application of organizational policy and practice as it applies to this population. Through multiple analytical processes, this position monitors effectiveness of existing programs, program usage, and market trends to support HR planning functions and maximize effectiveness of HR policies and programs. A major responsibility of this position is to develop strategic partner relationships with assigned departments to assist them in achievement of their goals while maintaining compliance to MTA policies and legal regulations.
Responsibilities:
- Direct the planning, review, and execution of HR strategies for the agency. Align People strategies with Agency business strategies partnering with Agency and HR Towers to provide guidance on all HR-related issues and needs, including workforce planning, leave management, compensation, employee relations, performance management, talent development, change initiatives, organizational design, succession planning and regulatory compliance.
- Accountable for leading the MNR/LIRR HRBP team to ensure enterprise HR strategies are translated accurately and effectively to the Agency. Liaise with the Agency departments to identify capability gaps in current workforce and set strategy to help address Agency business needs. This includes oversight for the Reasonable Accommodation process for the agency to ensure compliance with policies and laws concerning the provision of accommodations to employees and job applicants. Partner with Talent Acquisition to develop recruitment strategy and ensure that the Agency has the optimum organizational structure and the right people in the right positions for the business units to achieve their goals. Facilitate succession planning, ensuring necessary action is taken to develop successors. Support embedding of business strategies in MNR and LIRR departments at various levels.
- Act as an advisor to senior management. Serve as a strategic business partner with expertise and understanding of Agency organizational culture, fostering systems thinking, customer focus, and continuous learning, with the ability to identify and communicate organizational needs. Work closely with senior management to provide strategic input on business growth. Implement change strategies.
- Work closely with senior management and employees to improve work relationships, build employee engagement and retention. Provide guidance and counsel to management on MTA and MNR/LIRR’s policies and procedures to ensure consistency and compliance. Effectively resolve complex performance management, employee relations matters and complaints by liaising with the appropriate towers in charge of these functions. Conduct investigations and respond to audit requests.
- Recruit, develop and motivate the Agency HR team. Manage and evaluate the Agency HRBP team’s performance while providing career development opportunities and effective coaching and counseling. Foster a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential
- This position works with functional HR staff to ensure understanding of HR programs for equitable and consistent application in the field.
- This role manages analytical processes to assess effectiveness and levels of use of programs across the department to support strategic HR planning activities.
- This position leads communications planning for dissemination of human resources programs and policy changes across to MNR/LIRR functions. This role may assist department leads with overseeing the development of communications materials, educational sessions and forums, and related items and monitors/assess effectiveness of communications and strategies in accordance with MTA policies and procedures.
- Direct the day-to-day aspects of MNR/LIRR HR services, prioritizing daily work activities and projects for staff
- Develop strong partnerships with MNR/LIRR department leads, providing consultation and guidance to leads on restructuring, workforce planning and forecasting, succession planning, performance management, coaching, career development, disciplinary issues, compensation and salary administration policy, and all other HR policies and procedures that may affect consolidated groups of employees
- Counsel department managers on interpretation and application of policies and procedures.
- Oversee all terminations and suspensions for consistency and appropriateness, and ensure they are within legal guidelines.
- Partner with the appropriate towers to aide with Request for Proposals (RFPs) for projects associated with recruitment and other activities. This includes participation in the vendor selection process with the MTA Procurement Department, partnering with vendors, invoice approvals, initiating contract extensions and submitting additional funding requests.
- Recruit, develop and motivate MNR/LIRR HR team. Direct and evaluate the Agency HRBP team’s performance while providing career development opportunities and effective coaching and counseling. Required Knowledge/Skills/Abilities:
- This is a strategic and visible role that requires a combination of focus and flexibility as well as the willingness to be active and knowledgeable in the operation, and to be a facilitator to get things accomplished.
- Must have knowledge of and experience working with multiple human resource disciplines.
- Must have knowledge of employment laws, HR best practices and business trends.
- Excellent customer service and organizational skills
- Demonstrated ability to work with all internal and external stakeholders including the MTA Board
- Advanced working knowledge of PC applications and HR systems (i.e., Excel, Word, Visio and Peoplesoft) with ability to generate spreadsheets and analyze data.
- Effective problem solving and decision-making skills with the ability to anticipate, identify and resolve related issues and prevent future occurrences to maintain organizational goals and employee engagement.
- Excellent communication, interpersonal and presentation skills with ability to assist and interact with employees on all levels. Good judgment and a high level of professional integrity and ethics to gain employees’ trust with their confidential information.
- Demonstrated ability to communicate and interact well with the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.
- Must have strong managerial skills to effectively lead talent.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
Required Education and Experience:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Human Resources, Industrial and Organizational Psychology, Business Administration, Public Administration, Industrial or Labor Relations or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
- Minimum 12 yearsrelated experience, including at least six (6) years in a management and/or project manager role in a large, multi-faceted organization.
- Minimum 7 years of experience managing a professional staff.
The Following is/are preferred:
- Master’s degree in Arts/Sciences (MA/MS). Advanced degree in a related field.
- Knowledge of issues impacting MNR/LIRR is preferred.
- S/ PHR certification.
- SHRM-S/ CP certification.
