JOB TITLE:                           Employee Assistance Program (EAP) Counselor

SUMMARY:
Under general supervision with wide latitude for independent judgement, performs difficult, professional work in the Psychological Evaluation Unit, Substance Abuse Rehabilitation Program, or EAP Service Division.  Performs assessments and referrals for employees who are mandated to Work Life Services (WLS) as a result of being found to be in violation of the FTA regulations/or the MTA/NYCT drugs and alcohol policies.  Conducts assessments for NYCT, MTA Bus and SIRTOA employees and employment candidates referred by Occupational Health Services’ (OHS) Medical Assessment Centers (MAC) and evaluate the facility’s Intake Assessment and treatment plan to gauge the appropriateness of planned interventions.
 
RESPONSIBILITIES:
  • Comply with all requirements of a Substance Abuse Professional (SAP) as defined by the US Department of Transportation, and all drug and alcohol policies of NYCT Transit.
  • Performs weekly clinical supervisions, consultation, and case conferencing, participate in tripartite, probationary, conjoint, and other case conferences associated with compliance and reinstatement issues for mandated cases. 
  • Evaluate the facility’s Intake Assessment and treatment plan to gauge planned interventions.
  • Intake evaluation, referral and case management support for voluntary clients presenting with general mental health issues to include domestic violence.
  • Monitor treatment involving client contact to ensure that treatment plan objectives and goals are met.
  • Evaluate employee’s work readiness including mental status examination, drug use assessment, and treatment provider’s recommendations.
  • Testify at Arbitration Hearings about Employee Assistance Program (EAP) procedures, non-compliance, and clinical protocol.
  • Complete special projects delegated by Work Life Services Clinical Director, Clinical Manager (EAP Supervisor) or management.
  • Interface with operating departments, Labor Relations, and other NYC Transit Departments.
  • EAP Counselor provides recommendations for returning employees to work, final review and approval is furnished by EAP Director or designee. 
  • Facilitate other therapeutic groups and manage emergencies and/or crisis.
  • The candidate will need to be highly organized and be able to communicate at various levels due the unionized and non-unionized employee environment.
  • Utilizing CORITY database, produces metric data reports for EAP Clinical Director that are relevant to case management, client intakes and active clients’ care and progress.
  • Participate in Arbitration Hearings when clients are deemed non-compliant.
  • Other duties as assigned.
 
KNOWLEDGE, SKILLS, AND ABILITIES      
  • Must have knowledge of disease concept of alcoholism and drug addiction and their appropriate treatment modalities.
  • Must have a strong knowledge of Diagnostic & Statistical Manual – DSM-V.
  • Experience working with an EAP program at a large company, or similar program.
  • Excellent communication and interpersonal skills; ability to relate effectively with physicians and other professionals in a highly structured and complex organization.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work multicultural clients in a unionized industrial environment.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
 
EDUCATION AND EXPERIENCE:         
REQUIRED:
  • A Master’s degree from an accredited college with a major in Psychology, Social Work,  Marriage and Family Therapy, or Psychiatric Nursing, Substance Abuse Professional (SAP) or CEAP eligible.  A PhD in a related field is highly desirable.
  • Minimum of (3) three years full-time paid experience providing counselling and or psychotherapy.  A PhD may substitute for the three years of experience.  Five years of experience is highly preferred.
  • A New York State Education licensure and/or certification in mental health and/or substance abuse is required at time of appointment.
 
PREFERRED:
  • Licensed Clinical Social Worker (LCSW) or Licensed Medical Family Therapist.
  • Including knowledge of the diagnosis and treatment of chemical dependency and mental health disorders.
  • Working knowledge of Domestic Violence issues and services
  • Certification as a Substance Abuse Professional, as defined by the US Department of Transportation (DOT), is desired at hire, or must be obtained if hired.
 
OTHER INFORMATION:
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • May need to work outside of normal work hours (i.e. evenings and weekends) 
  • Travel may be required to other MTA locations or other external sites.
