Summary: 
Responsible for assisting in the overall management of maintenance for the LIRR employee facilities, shops and yards and major station terminals; to ensure facility assets are kept to a “State of Good Repair”. The primary purpose of this position is to assist the Manager – Facilities Maintenance and Contracts in ensuring a safe, efficient environment for commuters, employees, and tenants of LIRR properties throughout Long Island and NYC.  This position will manage and monitor various third-party service contracts; such as HVAC (heating, ventilation, air conditioning), mechanical security gates, high speed roll up doors, generators, and various other service contracts.  This position will administer third party contractual agreements, process third party contractor invoices; maintain related documentation and facilities activity logs along with being first responders in emergency events that compromise infrastructures for system safety action.  This position will assist in the management of facilities related projects and capital improvements.  If this position is assigned to Penn Station terminal they will assist in the operations management and act as the LIRR Engineering representative. This position will manage and supervise LIRR and/or Amtrak work crews performing various tasks; including carpentry, electrical, plumbing and structural.    
Responsibilities:      
  • Assist with the planning, distribution and supervision of both daily and cyclical preventive maintenance and/or unscheduled emergency work to unionized staff of carpenters, electricians, plumbers, stationary engineers, escalator/elevator mechanics and machinists; for both LIRR and Amtrak Force Account at various locations.  Assist in directing Amtrak supervision on scheduled maintenance tasks and emergency situations.
  • Assist with the management and administration of third-Party Service Contracts for multiple locations and engineering systems throughout various LIRR facilities, shops and yards and major station terminals including proper operations of the HMC Chemical Wastewater Pretreatment Ultrafiltration Plant, including compliance with all applicable regulations.  Review of all modifications and enhancements to the operational system of UF plan by third party contracts.
  • Assist with the coordination of planned and emergency track outages for ET (Electric Traction) Department, Communications, Signal, Track, and B&B as necessary to accomplish facility maintenance production goals/activities or handle emergency situations that arise.  Assist with scheduled and un-scheduled inspections of East River Tunnels, third Rail thermal Imaging inspection.  Support Manager with reviewing construction projects plans and specifications for special inspection requirements. Assist the department with facility safety inspections. Comply with the special inspection requirements of enforcing NYS uniform code.  Research and recommend ideas to prevent future code 500 incidents which may directly impact “on time performance”. 
  • Support Manager with performing required special inspections, report discrepancies, provide timely progress reports and follow up on corrective measures, final inspections, equipment/material testing including entering facility/building into service.  Assist with the management and development of “Standard Operating Procedures” (SOP) for cyclical maintenance of engineering systems and equipment by researching and recommending new procedures to the Manager Facilities Maintenance and Contracts – East/West
  • Assist with the review and approval of all billing for 3rd Party Service Contracts, facility related projects and/or Amtrak invoices. 
  • Assist with the review, analysis and forecasting for future facility improvements.  Make recommendations for planning and implementing cyclical replacements.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Assist with ensuring compliance with all aspects of Safety Programs and that appropriate coverage is on call for facility emergencies.  
  • Provide emergency coverage during train service disruption affected by inclement weather, equipment failure, infrastructure failure or any other major event.  Act as the Engineering 1st Responder to emergency events and occurrences affecting life safety and “on time performance”. 
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.

Qualifications:
A.       
  • Bachelor’s Degree in Engineering or related field.  An additional four years of demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.
  • Must possess recent, related experience (approximately 4 years) in the facilities maintenance/management industry.
  • Must possess a working knowledge of HVAC, escalators, elevators, life safety systems, electrical systems, plumbing systems, sanitary systems, structural systems, building management systems, etc.
  • Must possess the ability to coordinate multiple tasks and responsibilities at once.
  • Must possess ability to be available 24hr / 7 days a week and willingness and ability to respond to railroad emergencies.
  • Must possess knowledge and experience handling emergency situations.
  • Must possess knowledge and experience utilizing various software applications; i.e. spreadsheets, word processing, project management, building management systems and computerized trouble ticket maintenance management system.
  • Must possess the ability to understand and interpret blueprints.
  • Must possess effective oral and written communication, organizational skills and proficient computer skills.
  • Must possess effective leadership, supervisory capabilities and interpersonal skills.
  • Must possess a valid NYS driver’s license.  

B.

  • Knowledge and experience of railroad operations, station terminals, employee facilities and maintenance repair shops.
  • Knowledge and experience managing 3rd Party Service contracts, LIRR and Amtrak force account.
  • Experience estimating engineering related service contracts and projects.
  • Certified Code Compliance Officer by the State of New York.
  • Knowledge and experience with fire protection systems (alarm & detection and sprinkler & suppression).
  • Ability to develop technical scope of work for service contracts and/or repair, replacement and/or upgrade contract.
  • Engaged in or completed continuing education (course seminars, certifications and/or Graduate Degree) in areas that augments or enhances knowledge of engineering management principles and practices.
  • Experience supervising/managing a staff of non-union and/or unionized employees.

    Step One:  80% - ($40.267399)
    Step Two: 90% - ($45.300824)
    Step Three: 100% - ($50.334249)

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
