Compensation:

Salary Range: (Grade A) $119,377 - $188,693

 

Responsibilities:

 

Responsible for the oversight, planning, and direction of the Contract Review, Division Operations units, and all HR liaison hiring tasks to ensure the sufficiency and cost effectiveness of resources throughout the division. Clearinghouse for all managerial hiring in the division. Supports leadership in addressing key operational, strategic, and policy issues. Handles capital and operating budget through development and monitoring of estimates, headcount, pay-hours and expenses. Coordinates Managerial Performance Rating process. Manages duties that impact availability, supervision, evaluations, discipline, retention, and effectiveness of operating employees. Responsible for C&D projects action plan shutdowns. Reviews contract scopes/diversions to determine resources needed to support projects, as well as oversees the verification of labor costs during and at the completion of projects. Reviews Operating Work Programs to ensure budgetary and contractual compliance.

 

Education and Experience:

 

A bachelor's degree from an accredited college in public administration, finance, business administration or a satisfactory equivalent. Ten (10) years of full-time experience of which six (6) must have been in a managerial/supervisory capacity.

  • Adept in establishing methods and procedures for the oversight of resource planning, tracking, and reporting.
  • Skilled in the management and development of capital labor cost forecasts/ estimates/ verifications.
  • Proficient in supporting leadership in addressing key operational, strategic, and policy issues.
  • Effective in working with departments on various ad-hoc projects to optimize safe, reliable, service and to meet specific operational goals/targets.
  • Capable of working effectively while managing multiple responsibilities in a fast-paced, communications-heavy, environment with superior attention to detail.
  • Strong interpersonal skills, including the ability to provide clear, concise, directions.
  • Strong analytical, critical-thinking, and decision-making skills.
  • Efficient and organized in directing/coordinating, documenting, and relaying departmental hiring activities, policies, and procedures.
  • Knowledge of NYCT Rules and Regulations.
  • Excellent verbal and written communication skills.

 

Selection Method: 

Based on evaluation of education, skills, experience, and interview. 

All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
