Compensation
Salary Range: $173,825 (Min) - $246,720 (Max) (Executive @ 1800 Hay Points)
 
Responsibilities
New York City Transit is looking for a dynamic Vice President of Paratransit. As Vice President of Paratransit the selected executive will oversee and reimagine the New York City Access-A-Ride (AAR) program established under the Americans with Disabilities Act (ADA), the largest paratransit operation in the world, with an operating budget of $600 million. The candidate will establish policies and procedures and provides executive direction of the service for people with disabilities using third party transportation contracts. Direct all related administrative functions for AAR including Reservations, Command Center, Scheduling, Budget, Personnel, Contracts Management, Standard and Compliance Vendor Operations, Customer Service and Eligibility Compliance. Lead and research the creation and enhancements of all Paratransit technologies to improve the service. Coordinate with internal and external agencies and organizations to provide outreach services to inform the public about paratransit services, as well as work with the disabled community and its advocates, federal/state/local officials, community groups etc. Closely study and follow the ADA changes in rules and regulations and make appropriate changes to paratransit service.
 
Additional Duties and Responsibilities
  • Directs the operation, expansion and enhancement of the Reservation, Command Center and Scheduling functions of the AAR program throughout New York City. Provides contract oversight and management of the Reservation and Command Center which is staffed by an outside contractor with approximately 700 employees. Directs the Scheduling functions to ensure that schedules are efficient, cost effective and provide service in accordance with the ADA rules and regulations. Ensures that Operating and Capital funding are available to provide paratransit service.
  • Directs the creation and enhancement of Paratransit Intelligent Transportation Systems. Ensures that Paratransit is up to date with new technology requirements including but not limited to the Automatic Vehicle Location Monitoring (AVLM), Customer Information, Interactive Voice Response (IVR), Engine/Scheduling System, Dashboard, etc. and any systems interface needed to provide an efficient and cost-effective service.
  • Accountable for developing/implementing policies and procedures to determine applicant eligibility for paratransit service in compliance with ADA rules and regulations. Evaluates, updates and recommends operating policies and procedures needed to administer the AAR program. Oversees Paratransit's FTA Title VI, Triennial reviews and Compliance with the Americans with Disabilities Act. Closely studies and follows the ADA changes in rules and regulations and makes appropriate changes to paratransit service.
  • Directs the operation, expansion and improvement of the transit service using third party transportation contractors. Directs the Contract Management of dedicated and non-dedicated service providers. Participates in contract negotiations, development, implementation & performance of paratransit service contracts. Works with MTA/External Audits to ensure Paratransit is in compliance with NYCT rules and regulations and contractors are in compliance with contracts agreements.
  • Oversees the covert surveillance of both dedicated and non-dedicated AAR service providers. Oversees the handling of abuse and fraudulent use of AAR by paratransit eligible registrants and service providers. Coordinates with internal and external agencies and organizations to provide outreach services to inform the public about paratransit services, as well as works with the disabled community and its advocates, federal/state/local officials, community groups etc.
 
Education/Experience
A Baccalaureate's degree from an accredited college in Business Administration, Transportation Management, Public Administration, Law or a closely related field and thirteen (13) years of satisfactory full­ time related professional experience, and at least eight (8) years of which must have been in a managerial/ supervisory/administrative/executive capacity. Note that fifteen (15) years of experience is preferred.
 OR

  • In-depth knowledge of the ADA.
  • Experience in managing a large component of a Paratransit operation or a related transportation function.
  • Graduate degree preferred.
