This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
JOB SUMMARY:
Responsible for managing, coordinating, and reporting on LIRR Capital Program and Force Account projects both within and outside of the LIRR Capital Program that have a high degree of complexity and are subject to intense MTA oversight. This position will require coordination with several LIRR departments, understanding the Design-Bid-Build and Design-Build methodologies, and managing, coordinating, and directing 3rd Party Vendors to adhere to the Engineering and Construction requirements necessary to successfully deliver projects. Responsibilities include resolving design and construction issues, reviewing project changes, and participating in change-order negotiations. Prepare reports, presentations, and research, and assist in the preparation of project schedules, estimates, and project controls, and proactively anticipate risks and provide status and recommendations to senior management with resolutions to mitigate risks.
In addition, this position is responsible for managing and coordinating activities of various railroad departments to ensure that necessary actions are taken and approvals are obtained to implement Capital and Force Account projects, and to ensure that necessary reviews and inspections are carried out. Provide regular updates to RPS senior management and executive staff on the status of various Capital and Force Account projects.
DUTIES AND RESPONSIBILITIES:
Project Management
- Manage project team and provide a single point of contact for all project activities.
- Manage issues that affect project performance and propose alternate courses of action resulting in improved performance.
- Manage the control of scope, schedule, budget, quality, and user needs. Identify and manage changes in project scope, budget, and schedule in a timely manner.
- Develop solutions to minimize impacts to Public Affairs, User, and Operating Departments.
- Take the lead and prompt action in arbitrating/resolving job-related problems.
- Perform field visits and identify constructability concerns.
- Document and distribute lessons learned.
- Manage a process for improved project performance and pursue opportunities to reduce costs.
- Manage projects closeout process.
- Conduct monthly meetings and issue minutes.
- Coordinate and integrate Transportation, Engineering, 3rd Party Contractors, and other Departments to support the project Beneficial Use (BU) date.
- Establish Project Organization and Distribution Lists.
- Establish and coordinate Track Outages as required.
Manage Contractor/Procurement Process
- Develop procurement packages.
- Review and validation of contracts and procurement documents.
- Evaluate bids and proposals.
- Manage the review and distribution of submittals and deliverables, including critical long lead- time materials.
- Monitor and evaluate contractor progress against the established plan.
- Develop and process six (6) month All-Agency Contractor Evaluation (ACE) reports.
- Review, validate, and approve Force Account (FA)/ 3rd Party transmittals and contractor invoices.
Project Administration
- Ensure that Force Account expenditures are properly charged to the appropriate project/task and that WAR’s are adequately funded to support the project.
- Manage the processing of ACE reports, Procurement Logistics System (PLS), Change Orders, and Closeouts.
- Manage the monitoring of Project Costs against the Schedule and Estimates.
- Approve internal project summary reports.
- Monitor project performance and implement processes for improvement.
- Manage the coordination of MTA (Metropolitan Transportation Authority) and FTA (Federal Transit Administration) oversight committee audits, inquiries, and report updates.
- Manage the presentation of project summaries and progress at Senior Management Oversight Committee (SMOC) meetings, Federal Transit Administration (FTA) meetings, and Capital Program Oversight Committee (CPOC) meetings, as appropriate.
- Manage the preparation and implementation of Project documentation and document filing.
Goals

Safety/Quality Process Improvements
- Manage the preparation of Project Plans, Quality Plans, and Work Plans.
- Conduct site visits and coordinate with System Safety and the Quality Management Group (QMG) to perform required audits, as appropriate.
- Ensure QA Plan verifications are performed and documented.
- Manage and review project documentation for completeness and accuracy.
- Propose new and/or revisions to existing guidelines.
- Ensure a safe working environment and adherence to the guidelines of the company safety policies and procedures.

Staff Management and Development
- Monitor, mentor, and develop project staff.
- Provide feedback to subordinates and identify areas of improvement.
- Ensure annual performance appraisals are conducted in a timely manner.
- Attend courses and conduct presentations/training sessions.
- Select, develop, and motivate personnel within the department.
- Provide career development for subordinates.
- Provide prompt and effective coaching and counseling.
- Review direct reports and approve performance appraisals.

REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Engineering, Construction Management, Business, or a related field. An additional 5 years of directly related equivalent experience and/or education may be considered in lieu of degree requirement
- Minimum of 4 years’ experience
- Must have progressive, responsible related experience in Force Account Engineering, manufacturing, and/or construction or project management.
- Prior experience managing/supervising others required to oversee safety and quality of work.
- Must possess progressively responsible related project management experience, preferably in operations, transportation, engineering, or manufacturing environment industry.
- Must possess progressively responsible related experience in the building and construction industry (building, bridges, railroad facilities, civil, electrical & mechanical trades, signal & comm., and power) experience.
- Must demonstrate strong analytical, problem-solving, and decision-making skills, with the ability to identify issues and take initiative to effectively resolve.
- Must possess a strong working knowledge of project planning, scheduling, and estimating for construction trades (all disciplines).
- Must possess strong business administration skills (i.e. report & letter writing, spreadsheets, time management).
- Must possess strong communication, presentation, interpersonal, problem-solving, decision-making, and judgment skills.
- Must demonstrate a high level of initiative, professional integrity, and demeanor.
- Must possess proficient computer skills (Microsoft Office, including Teams and SharePoint).
PREFERRED SKILLS/ QUALIFICATIONS:
- Familiar with Contract Documents, Specifications, and Plans.
- Knowledge of operational needs, FRA [Federal Railroad Administration] policies and safety issues governing the LIRR.
- Strong familiarity with LIRR Departments and Functions are required to effectively facilitate, coordinate, and provide updates on various LIRR initiatives.

OTHER INFORMATION:
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion. Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers, or within 180 days of hire or transfer for an employee entering an authorized driving position.
Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history. Including attendance and discipline records.
