Summary
Join the team responsible for planning, budgeting, funding, overseeing, and developing implementation strategies for the MTA’s $55-billion Capital Program. MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging, and scheduling work to maximize benefits and minimize construction impacts to MTA riders.
Planning & Budget Analysts will join MTA C&D’s Project Development unit, the team responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for NYC Transit and MTA Bus capital projects.
Project Development is charged with developing, optimizing, and controlling capital project scopes; managing their associated schedules and budgets; compiling and maintaining information on project priorities, cost estimates, and schedules; using that information to assemble an actionable program of projects that fit within anticipated funding constraints; and recommending project bundling and execution strategies to maximize efficiency.
The team works closely and collaboratively with stakeholders across the MTA, including project sponsor departments at NYC Transit and MTA Bus and MTA C&D’s Planning, Delivery, and Contracts departments. Transit Project Development ensures that capital investments provide the best value for MTA customers and agency operations and maintenance needs by facilitating and overseeing the advancement of capital projects throughout their entire project lifecycle.
Planning & Budget Analysts may be assigned a particular portfolio of capital projects (i.e., Stations & Facilities, Infrastructure, Signals, etc.) or support cross-program planning and oversight activities.
Responsibilities
Responsibilities may include the following:
Assist with developing the MTA’s five-year Capital Program; coordinate funding targets and strategies; work with MTA operating agencies to propose and prioritize projects, define scope, and manage changes to the Capital Program.
Assist with reviewing and approving transactions for compliance with capital policies and a capital program approved project’s scope and budget, public authority law and business case review.
Assist with developing long-range planning strategies and documents, including the MTA’s Twenty-Year Needs Assessment.
Assist in developing, managing and using various data sources and dashboards throughout the MTA’s capital program, including Project Status Report (PSR), IMPACT, Capital Dashboard and others.
Creatively coordinate project phasing, sequencing, and “bundling” strategies (packaging needs into capital projects) to generate construction and contracting efficiencies.
Evaluate project investment alternatives, including cost/benefit analyses.
Monitor and control the evolution of project scopes and budgets throughout the project lifecycle.
Assist with the development and implementation of MTA Capital Program policies and procedures.
Evaluate planned capital projects, and unfunded capital needs to take advantage of budget and/or funding opportunities and construction efficiencies; assist with changes to and rebalancing of the Capital Program to accommodate new project needs.
Perform quantitative and qualitative analyses of capital program performance, evaluate progress vs budget, schedule, and other corporate goals and objectives.
Assist in the development and management of annual commitment and completion plans and associated reporting, monitoring and data collection.
Develop reports and presentation materials for both internal and external purposes, including C&D Board and Committee materials, as well as reports on special C&D initiatives and other programmatic performance metrics.
Education and Experience
Bachelor’s degree in urban planning/Transportation Planning, Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics, or a related field.
Master’s degree preferred.
Minimum of three (3) years of work experience in Transportation/Urban Planning, Budgeting/Finance, Administration, Project Management, or a related field.
Other preferred qualifications:
Strong understanding of the MTA’s capital program across all active plans, agencies and categories (e.g. signals, rolling stock, etc.)
Familiarity with the MTA’s operating agencies and operating budgets.
Familiarity with the MTA’s policies and procedures.
Excellent organizational and presentation skills.

Solid understanding and knowledge of as well as experience using MTA databases such as Project Status Report (PSR) and the MTA’s capital budget system IMPACT.
