This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary  

Responsible to ensure the LIRR Fire Alarm & Detection, Water-based Suppression and Chemical Suppression systems are maintained in a state of good repair. This position will schedule, plan, and coordinate to ensure the NYS Code required testing, inspection, repair, and upgrades/replacements of fire protection systems with the 3rd Party Contract(s) and LIRR Force Account are as per LIRR policies, contract terms, and the NYS Fire Code, NFPA and other local municipality requirements.   This position will maintain a document control system for the LIRR fire protection systems.  The position will manage and administer contract invoices.  The position will perform inspection of 3rd Party Contract(s) and LIRR Force Account work, to ensure the proper material used and quality workmanship applied. 

 

Responsibilities:  

 

Responsibilities may include but are not limited to:  

  • Manage 3rd party contractor and “in-house” labor performance of the fire protection system testing, inspection, maintenance & repair, upgrades, and replacements. Manage and direct the Field Engineer staff to properly administer 3rd Party contracts and LIRR Force Account with the testing, inspection, maintenance, and repair, and upgrades and/or replacements in all LIRR employee facilities, shops & yards, and major terminals Fire Protection Systems.  Assist Manager in the reviewing budget, and coordinating submission for funds for all major system repairs/upgrades/modifications and/or replacements.
  • Assist in managing and administering fire protection systems contracts.  Review and approve invoices for accuracy, and ensure labor, material, and required documentation is accurate and satisfactory to LIRR policy.  
  • Oversee the scheduling and coordination of re-occurring NYS code-required tests, inspection and maintenance, repairs, upgrades and/or replacements of fire protection systems. Timely follow-up with compliance issues resulting from tests/inspections and System Safety department inspections.
  • Maintain document control system for LIRR Fire Protection Systems.  Upkeep all tests, inspections, repairs, upgrades, drawings, invoice and all other relative documentation.
  • Training: Attend seminars related to professional field LIRR training courses and any other approved continuing education programs.  Impart technical knowledge to peers and colleagues throughout the Engineering Department.
  • Actively participate in creation and maintenance of a safe work environment following corporate and Engineering Department guidelines and safety policies.  Motivate yourself and others.
  • Perform tasks as requested by Sr. Management, including, but not limited to report writing, document review & response, analysis, emergency inspection, accident investigation, and claims investigation.
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Assist with ensuring compliance with all aspects of Safety Programs and that appropriate coverage is on call for facility emergencies.  Fill in as Manager Fire Protection System as needed.
  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures.  Lead by example.

Qualifications 

Minimum Requirements:

  • Bachelor’s Degree in Fire Protection Engineering, Engineering, or a related field. Approximately four years of demonstrated, directly related, equivalent experience and/or other education may be considered in lieu of the degree. 
  • Must possess approximately 4 years of experience with responsibility in commercial fire protection systems AND/OR facilities operations.
  • Must possess experience supervising/managing a staff of non-union and/or unionized employees.
  • Must possess contract management experience.
  • Must possess a background in building fire/life safety systems, with knowledge of engineering principles and practices. 
  • Must possess the ability to understand and interpret blueprints.
  • Must possess effective project management skills.
  • Must possess effective oral & written communication and organizational skills are required. 
  • Must possess knowledge and experience utilizing various software applications: i.e. spreadsheets, word processing, project management, building management systems, and computerized trouble ticket maintenance management systems.
  • Must be available 24hr/7 days a week and must possess the ability to respond to emergencies.
  • Must possess a valid NYS driver’s license.

Desirable Qualities:                  

  • Knowledge and experience of railroad operations, station terminals, employee facilities, and maintenance repair shops.
  • Experience estimating engineering-related service contracts and projects.
  • NICET Engineering for Fire Alarm Systems Certification LEVEL 2 AND/OR NICET Engineering for Inspection and Testing of Water-Based Systems Certification LEVEL 2. 
  • Experience in testing, inspecting and/or troubleshooting, repairing, installing fire alarm systems AND/OR experience in testing, inspecting and/or repairing, troubleshooting, and installing fire suppression systems (chemical and/or water-based systems).
  • A NYC Certificate of Fitness (COF) in Sprinkler Systems inspection, testing, and other maintenance AND/OR Standpipe system inspection, testing, and other maintenance AND/OR Fire alarm system inspection, testing, and other maintenance.
  • Prior experience with managing 3rd Party Service contracts and estimating fire protection systems repairs, upgrades and/or replacements. 
  • Ability to develop technical scope of work for system repairs, upgrades, replacements, and service contracts.
  • Engaged or completed continuing education (course seminars, certifications and/or Graduate Degree) in areas that augments or enhances knowledge of engineering management principles and practices.
  • Prior supervisory experience overseeing skilled trades.

Step 1    80% (80,756.85)

Step 2   90% (90,851.46)

Step 3 100% (100,946.07)

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record.
