Salary Range:  $122,958 – $174,060 (Grade A / 890 hay points)
Summary of Position 
 
This position is responsible for leading the identification, development, and implementation of key performance indicators to measure, support and implement the "Buses as a Business" strategic vision. Lead the development and maintenance of Buses Tableau Business Intelligence tool, coordinating with other departments to introduce new data sources to track daily bus performance and identify trends. Serve as the advisor to Regional Bus Executive Staff and work directly with the Chief Officer of Business Intelligence to develop and implement strategies to improve the quality, availability, and accessibility of performance data. Promote transparency and strategies to improve accountability and information sharing. Work with operations managers to identify business practices that can be improved using automation. Create scopes of work for projects to be assigned to MTA IT resources and act as lead project manager to ensure business needs are met and programs/applications developed are successfully implemented. Oversee the enhancement of current business processes to support using data analytics to improve operations by coordinating interdepartmental teams to work together to enhance data capture, using new technologies being introduced within the organization. Strategize to develop visualizations that will aid in supporting daily depot and shop operations by making data driven business decisions.
Support the offering of training to Buses users with the use of Spear, UTS and Tableau to ensure users are aware of the tools and systems available to support daily operations. Liaison with MTA IT to modify and enhance existing Buses program functionality and to advance the future of data collection and storage to streamline access to performance data for improved reporting.
Partner with internal/external stakeholders to assist in managing the collection of maintenance data to support the implementation of a new Enterprise Asset Management program, aligned with the PAS55 and emerging 1SO55000 standards. Support the modernization of the Unified Timekeeping System (UTS) along with automating manual processes to streamline data collection into UTS. Lead the support and dissemination of the Business Barometer to all of Buses Divisions, Depots and Shops and introduce new ways to integrate the Barometer with Buses other reporting tools.
Manage the development and coordination of Bus performance goals for the operating managerial staff. Oversee the accurate required reporting to the MTA Board, Albany & National Transportation Safety Board, as well as the collection of legacy indicator data for the Open Data company requirements. Support the ongoing requests for data in response to from the IG inquiries and agency audits performed. 
 
Responsibilities

  • Work with operations managers to identify business practices that can be improved using automation. Create scopes of work for projects to be assigned to MTA IT resources and act as lead project manager to ensure business needs are met and programs/applications developed are successfully implemented. Oversee the enhancement of current business processes to support using data analytics to improve operations by coordinating interdepartmental teams to work together to enhance data capture, using new technologies being introduced within the organization.
  • Lead the ongoing support, design, and improvement of the Business Barometer and DOBIC reports, directing MTA IT support teams, to enable the effective implementation of the "Buses as a Business" management philosophy. Direct and coordinate cross functional and inter-departmental teams, marshaling and analyzing data from various sources to anticipate and manage operational and management information needs. Identify strategies to improve Business Intelligence capabilities.
  • Provide managerial oversight to ensure accurate reporting to the MTA Board, Albany, National Transportation Safety Board reports and various regulatory reports. Provide data and assist in the preparation of the MTA Board committee reports, annual governors report and Open Data legacy indicator requirements. Respond to various inquiries from the IG and auditors, providing data sets to support the agency investigations.
  • Partner with internal/external stakeholders to design and implement information sources needed to successfully support the selection and implementation of a new Enterprise Asset Management program, aligned with the PAS55 and emerging ISO55000 standards.
  • Support the offering of training to Buses users with the use of Spear, UTS and Tableau to ensure users are aware of the tools and systems available to support daily operation. 
Education and Experience 
  1. Baccalaureate degree in Business Administration, Logistics, or a related field and ten (10) years of related experience, at least six (6) years of which have been at a managerial/supervisory capacity; or 
  • A satisfactory equivalent of combined education and experience requirements.

  • Strong knowledge of Regional Bus Operations and policies along with experience and understanding of information technology support systems.
  • Understanding and insight of how operations and corporate strategy can be supported using technology.
  • Excellent problem solving, analytical and interpersonal skills with a practical approach to implementation solutions and strategy.
  • Excellent verbal and written communication skills.
  • Experience with Business Intelligence software and using it to make data driven business decisions.
