Summary
This position is responsible for managing and directing the Subway Performance Evaluation, Education & Development (SPEED) Unit, which ensures optimal operation and performance in Service Delivery. The incumbent will be responsible for the planning, execution, and evaluation of various projects, including testing existing speed and capacity-related equipment; monitoring performance data; developing sampling methodologies to identify and test for common root causes; developing performance standards for optimal operation; evaluating employee skills and identifying training needs. The incumbent will also coordinate efforts across maintenance, car equipment and planning divisions (i.e. NYCT Speed Committee) to promote speed and capacity improvements. The incumbent will make recommendations on how current or proposed systems affect operational performance and efficiency. This position is also responsible for performing and overseeing field audits across all Subways divisions, participating in a rotational schedule to provide managerial coverage, remaining on-call 24/7, responding to incident or accident locations to conduct investigations and provide divisional support as needed, and providing Safety Hazard and Risk Prevention sessions for employees as required.
Responsibilities
- Oversee testing, evaluation, and monitoring of existing speed‑ and capacity‑related equipment, including time control signals and speed signs.
- Coordinate systemwide efforts to ensure proper operation of equipment.
- Identify all sources of input, including timers adjusted over the last several years, crew feedback on potential problem areas, MOW division feedback on equipment requiring operational testing, and other sources used for daily, weekly, monthly, and annual inspections and equipment verification.
- Develop feedback models for all divisions and units contributing input.
- Develop schedules for completing inspections and checks in alignment with established plans.
- Work with RCC and Car Equipment to determine train availability and optimal testing times, maximizing nights and weekends to minimize customer impact.
- Develop work assignments for direct reports based on operational plans.
Incorporate additional needs such as supplemental efficiency testing and other tasks supporting overall Subways safety and performance goals. - Collect and review data on operator and equipment performance.
- Monitor and analyze trends in performance data and collaborate with Field Operations on solutions addressing root causes.
- Develop and monitor performance standards for optimal operation.
- Liaise with Operations Training and Internal Communications to update curriculum for operators and supervisors.
- Liaise with Operating Policies and Procedures to issue bulletins ensuring procedures align with optimal operation standards.
- Ensure supervisors are trained to evaluate and retrain operators on these standards.
- Prepare digital content to reinforce skills and promote optimal operation principles.
- Partner with internal and external consultants on special initiatives.
- Evaluate emerging technologies and policy changes to support improvements.
- Assess opportunities to advance speed and capacity improvements and coordinate efforts across departments.
- Ensure system reliability by responding to special assignments as required.
- Communicate findings and initiatives to internal and external stakeholders.
- Ensure an efficient infrastructure to collect, analyze, and report data.
Education
• A High School Diploma or a satisfactory equivalent is required.
• A minimum of seven (7) years of related experience is preferred.
• A minimum of four (4) years of managerial and/or supervisory experience is preferred.

Desired Skills
- Past front-line experience in the titles of Conductor, Tower Operator, Train Operator, and Train Dispatcher or Train Service Supervisor.
- Knowledge of the rolling stock and operating characteristics in both Subdivisions A and B.
- General knowledge of tracks, signals, and switches (drawings).
- Experience with data analysis, including querying relational databases and integrating data from multiple sources.
- Experience working in a collaborative environment with other divisions or in a training environment.
Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
