Job Title: Request for Consideration – Detective Lieutenant
Dept/Div: MTA Police Department - Investigative Services Bureau or Management Office
Supervisor: Captain
Location: Various
Hours: Three (3) tours of twelve (12) hour and twenty (20) minute shifts with 4 consecutive rest days with 1 give-back every three (3) weeks or Four (4) tours of ten (10) hour and sixteen (16) minute shifts with 3 consecutive rest days.
SUMMARY:
The MTA Police Department is seeking qualified members who are interested in being assigned as a Detective Lieutenant. MTA Police Detective Lieutenants are non-uniformed members of the MTA Police Department. The position may include administrative duties within the Department.
RESPONSIBILITIES:
· Monitor and supervise criminal and non-criminal investigations, relating to MTA Agencies and properties. They are fully commissioned officers in both New York and Connecticut and are expected to fully function as a law enforcement official.
· MTA Police Detective Lieutenants may also supervise the preparation of, or review various police reports, forms, and logs, and various support operations that the department may coordinate with other law enforcement agencies and public emergency response groups.
· Ensure Detective case reports are assigned, investigations, documented and closed in accordance with current MTA Police Department procedures.
· Ensure Detective Sergeants are conducting regular supervisory case reviews in accordance with current ISB procedures.
· Manage subordinate personnel to ensure adequate staffing levels and equitable distribution of case load.
· Manage subordinate overtime to ensure excessive overtime is avoided.
· Delegate tasks as necessary to Detective Sergeants
· Detective Lieutenants assess local area conditions and coordinate their subordinates' activities in the field, supervise crime searches and arrests, provide supervisory review of investigations conducted by uniformed members, including the safeguarding, processing, collecting, and cataloging of evidence.
· Communicate on a regular basis with Detective Division and ISB (Investigative Services Bureau) Executives regarding matters of importance.
· When working within a management office (Operations Management, Strategic Initiatives, Chief of Police):
o Review detective cases and suggest improvements to the Operations Chief.
o Manage the review of caseloads and staffing related to investigations
o Coordinate with Commanders to manage staffing, scheduling, and operational support.
o Review, coordinate, and disseminate documentation of personnel movement.
o Assist in the development and management of the department’s resource allocation.
o Coordinate administrative audits, compliance reviews, and internal assessments.
· Must be able to work any day of the week, during any time and often outdoors during inclement weather. Detective Lieutenants must be able to deal with emergency situations and possibly hostile individuals.
· Detectives Lieutenants are required to follow procedures and policies that are set out in the collective bargaining agreements and by MTA Police Management.
QUALIFICATIONS:
Interested members must, at a minimum, possess the following qualifications to be considered for this position:
· Must be an MTA Police Department Lieutenant or a current Sergeant on the Lieutenant promotional list.
· Previous law enforcement experience in the rank of Detective or a Detective Sergeant.
· Be able to demonstrate strong supervisory communication, inter-personal, multi-tasking, and leadership skills.
· Be able to demonstrate ability to successfully delegate tasks and ensure they are followed to completion.
· Flexibility to work various tours, various work locations and be willing to be "on-call" based on the needs of the Department.
· Ability to access databases from other law enforcement agencies.
· The ability to travel from residence to incidents within the MTAPD service area in a reasonable time will be taken into consideration.
· Extensive knowledge of the New York State and Connecticut criminal law statutes.
Preferred
· Proven ability to direct and coordinate resource allocation, case management functions, and comprehensive personnel administration.
· Successful completion of the FBI-LEEDA Trilogy or at least one level
· Successful completion of this or another agencies Criminal Investigators Course.
· Successful completion of this or another agency topical investigators courses (i.e. Special Victims, Trauma Informed Interviews, NYPD Homicide Investigators Course, HIDTA courses, Dignitary Protection etc.)
· Past investigative experience within the MTAPD OR from another agency.
· Attended at local, state, federal academies / forums such as FBI Academy
Disqualification
· Candidates who have recent substantiated discipline/suspension, negative supervisor reviews and/or who have a documented history of lateness or absenteeism related to non-justifiable excessive sick records (Chronic Sick) may be removed from interview consideration.
· Omission of documented disciplinary records will result in your disqualification.
OTHER INFORMATION:
