*This position is eligible for telework which is currently one day per week.  New hires are eligible to apply for telework 30 days after their effective date of hire.

 

SUMMARY:

Reports to the Senior Director of Drug & Alcohol Programs and collaborates with other direct reports and peers.  Supports and secures relationships with vendors, business partners and other departments.  Supports drug/alcohol testing functions compliance with Title 49 Part 40 (Procedures for Transportation Workplace Drug and Alcohol Testing Programs), as well as DOT mode regulations.   

 

The Director is  responsible for (1) ensuring the sustainability of all Drug & Alcohol Programs processes and related functions, (2) collaborating with stakeholders across MTA Agencies to ensure business processes and technology align with OHS objectives and responsibilities mandated by federal regulation and MTA policy, (3) identifying and effecting business process/technological improvement initiatives, (4) ensuring drug/alcohol testing and DER (Designated Employer Representative) responsibilities for contractors of MTA agencies are effectively and consistently maintained, and supporting accounts payable and procurement tasks/objectives.

 

RESPONSIBILITIES:

  • In support of ensuring compliance with MTA policy and applicable regulations, achieving business objectives, and optimizing production efficiency:
    • Assess Drug & Alcohol Programs business functions and related processes supporting regulated and non-regulated MTA drug/alcohol testing programs.
    • Develop strategies to address gaps, underperformance, and to eliminate waste.
    • Develop and maintain a Drug & Alcohol Programs roadmap to record and manage deployment of strategic initiatives.
    • Document and maintain Drug & Alcohol Programs procedures, and provide strategic communication, problem solving, and risk management expertise.
  • Serving as Project Manager for the Senior Director, collaborate with OHS, Human Resources, Labor Relations, Technology, and other MTA stakeholder teams to:
    • Test and analyze business process/workflow/technology to validate continuing viability, and to identify areas for improving production efficiency.
    • Develop and present process maps, diagrams, and other content describing solutions to address process/technological gaps, workflow underperformance, as well as for continuous business improvement.
    • For each process/technological improvement initiative identified, collaborate with stakeholders to develop a resolution and implementation plan identifying key milestones, goals, timeline, and resources required to successfully complete each initiative.
    • Prepare training material and other documentation for employees/departments impacted by new/modified process/technology.
    • Publish status of improvement initiatives and implementation progress updates.
    • Following implementation, confirm new solution success by assessing output and metrics (e.g., turnaround, quality, productivity, employee satisfaction, etc.)
  • Establish a foundation for driving a continuous improvement culture with MTA stakeholders by prioritizing/facilitating continuous improvement initiatives through a sustained cadence of strategic planning discussions.
  • Oversee Drug & Alcohol Programs service agreements, accounts payable, and related procurement tasks/functions.
  • Establish key performance indicators (KPIs) and routine reporting to inform senior OHS leadership of Drug & Alcohol Programs initiatives and to support business decisions.
  • Other related duties as assigned.

  • Experience with continuous improvement/transformation methodologies, such as Lean, Six Sigma, Kaizen, Root Cause Analysis, Value Stream Mapping, etc.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in Business Administration, Organizational Development, Industrial Engineering, Computer Science, or a related field.
  • Five (5) years’ related experience, including at least three (3) years involving continuous process improvement/optimization, business process documentation, solution delivery, and data management/reporting.
  • Three (3) plus years’ experience managing professional staff.

 

PREFERRED:

  • Master’s degree in a related field.
  • Familiarity with MTA operating rules, collective bargaining agreements, as well as MTA policies and system applications.

 

GENERAL:

  • Attendance at annual industry conferences relative to workplace drug/alcohol testing and federal regulations is expected.
  • Travel to various MTA locations is expected.
  • Work outside of normal business hours (i.e., evenings, weekends, and holidays) may be required.
