Compensation:

$133,268 (Grade F- UTLO)

 

POSITON SUMMARY:

This position is responsible for ensuring the safe and efficient operation of the Railroad in compliance with established procedures and the Book of Rules. The incumbent will assist in providing training across various crafts and must be available to respond to emergency situations at any time, requiring 24/7 availability. The role includes conducting disciplinary proceedings in accordance with the appropriate Collective Bargaining Agreements, as well as interpreting and applying provisions of multiple labor agreements. The incumbent must also demonstrate the ability to interact effectively with the public and outside agencies.

 

RESPONSIBILITIES:

          Supervise train dispatchers, agent/operators, conductors, engineers, and clerical staff.

          Train operating personnel and oversee terminal operations.

        Respond to public dissatisfaction and complaints by investigating issues and resolving problems.

          Approve and verify records, time sheets, reports, and related documentation.

          Conduct operational testing of operating employees.

          Direct the SIR safety function, including developing accident prevention programs and conducting onsite accident investigations and pre and postsite safety reviews.

          Develop strategies to reduce accidents and associated costs.

          Recommend procedural changes to foster a safer workplace.

          Manage procedures to ensure compliance with safety rules and regulations.

 

EDUCATION AND EXPERIENCE:

A bachelor’s degree from an accredited college in Transportation Management or a satisfactory equivalent, and five (5) years of full-time related experience, of which three (3) years must have been in a managerial/supervisory capacity. 

 

DESIRED SKILLS:

        Knowledge of Mass Transit/Railroad Operations, Labor Relations, and Public Relations

       Knowledge of personnel and employment policies

        Knowledge of Staten Island Railway System

        Strong adaptability and change management skills

        Excellent verbal and written communication skills

 

SELECTION METHOD

 

Based on evaluation of education, skills, experience, interview, and written assessment.

Final salary is determined by experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
