This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:
This position reports to the Senior Director, Procurement, and manages a staff of direct reports and subordinates. Responsible for providing user departments with the materials and services needed to meet business goals by directing the daily operations and activities of the procurement process including: the development of procurement strategies, client consultation, inventory management, vendor negotiation, preparation and validation of procurement documents, contract interpretation, ensuring conformance with applicable laws and policies, management reporting and market research to increase the level of competition.
Responsibilities:
- Manages, trains, and develops personnel to effectively and efficiently carry out the functions of the unit. The functions may include procurement activity (rolling stock, technology contracts, inventory and non-inventory materials, and contracts for technical and professional services) for the User departments; negotiations of change order/AWO prices; cost/price analyses performed in support of the procurement activity, as well as the promulgation of procurement policy and procedures.
- Responsible for ensuring post-award support for the user departments in their management of contracts.
- Accountable for ensuring that staff maximize, where possible, opportunities for full and open competition and liaise with vendors.
- Assists in the development, review, and implementation of policy and procedural changes and alternate strategies regarding the procurement function based upon operational performance analysis to increase efficiency and effectiveness of available personnel.
- Assists in the development and implementation of procurement policy and procedures within the framework of applicable FTA, state, city, and MTA regulations, statutes, and sound business practices; revision of procurement methods and procedures to incorporate changes based on regulatory and statutory changes; oversees the implementation of those revised procurement methods and procedures by staff into the procurement process.
- In coordination with the Senior Director (previously ACPO), selects, develops, and motivates personnel within the department. Provides career development for subordinates, including prompt and effective coaching and counseling.
- Responsible for the discipline of employees when necessary and reviewing the performance of staff.

- Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
- Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
- Demonstrated analytical capabilities and quantitative skills.
- Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
Required Education and Experience:
- Bachelor’s degree in Business, Law, Public Administration, or a satisfactory equivalent; and
- Minimum ten (10) years of related experience.
- Minimum four (4) years in a managerial/supervisory position.
- Knowledge of public sector procurement management process; public accounting; advanced knowledge of contracting techniques, negotiation strategies, and project management skills.
The Following is/are preferred:
- Master’s degree in a related field.
- Familiarity with the MTA’s policies and procedures.
- Familiarity with the MTA’s collective bargaining procedures.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
