This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.   

 

SUMMARY:

The Deputy Director, Finance reports to the Director of Finance and Investor Relations and assists in representing MTA in accessing the capital markets for the bond financed portion of approved capital programs, and other financings necessary to support MTA operations.  The Deputy Director, Finance is the primary contact for all investor and rating agency communications, disclosure requirements, and assists with Finance Committee staffing and communications.  The position must build strong internal relationships within the MTA community, as well as its external stakeholders.  The Deputy Director will assist the Director, Deputy Chief, and CFO in helping to manage day to day needs for accessing the capital markets, including helping to manage the planning and coordination of transactions and assisting in reviewing and ensuring accuracy for disclosure documents and various reports required internally and to the State.  Additionally, the individual will assist in general debt portfolio management, as well as other responsibilities as needed.

 

RESPONSIBILITIES:

  • Responsible for primary communication with rating agencies and investors. Ensure clear and open communications with key members of investment community. This is a critical external facing role that is focused on building and maintaining relationships with analysts, investors, and senior portfolio managers that rate, buy and hold MTA debt.
  • Provide required and relevant information to all stakeholders in connection with MTA’s capital markets activities. Take a lead role in reviewing and ensuring quality control in the preparation of all disclosure documents and various required reports to state officials and internal stakeholders, etc. 
  • Day to day oversight responsibilities for the Senior Manager, Finance and Debt Management, including ensuring accuracy and timeliness in the direct report’s work especially for materials being published for the Board, State OSC, or internal reporting.
  • Responsible for timely and accurate disclosure postings on Electronic Municipal Market Access (EMMA) and understanding and adhering to Securities Exchange Commission disclosure rules (15c-2-12) and requirements of the Municipal Securities Rulemaking Board (MSRB).
  • Assist Director in maintaining Investor website, including acting as site editor when needed, and ensuring timely and accurate postings.
  • Responsible for developing and maintaining MTA Finance Department transactional financing calendar and working with Director and Deputy Chief to ensure MTA Finance meets its critical financing mandates in a timely and efficient manner. Create transaction distribution lists and assist Director in launching transactions in capital market. Ensure good communication with large and diverse working group teams on MTA transactions, many of which overlap, therefore necessitating strong organizational skills and attention to details.
  • Assist Deputy Chief and Director with work related to the Board’s Finance Committee, including minutes, reviewing action items, communications, and following information provided in other committees to assist in work related to investor and rating agency requests.
  • Plan, coordinate and prepare presentations for participation in external investor conferences as well as work with Director and Deputy Chief to plan, coordinate and execute MTA-hosted conferences. Build investor database to strengthen outreach efforts
  • Support Director in representing MTA Finance on New York State Securities Coordinating Committee, and in coordinating with other large NY based issuers to avoid capital markets conflicts.
  • Provide support as needed to support Director and Deputy Chief.
  • Develop and motivate career development and establish goals for direct reports. Provide constructive feedback. Review performance of direct reports. Help Director and Deputy Chief create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be detail-oriented and possess excellent interpersonal, organizational, presentation, planning, and decision-making skills.
  • Must have exceptional verbal and written communication skills. Demonstrated ability to communicate and interact with elected officials, and senior leadership from external organizations. Demonstrated ability to work with all internal levels within a given organization, including the MTA Board and senior management.
  • Demonstrated analytical capabilities, quantitative and presentation skills, and proficiency in Excel and PowerPoint, as well as other Microsoft Office Suite applications
  • Demonstrated ability to communicate and interact well with external agencies.  External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Preference for experience posting to EMMA, and understanding of MSRB and SEC rules related to disclosure.
  • Preference for experience evaluating rating agency methodologies and working with rating agencies to ensure accuracy in information published and managing the relationship and process for credit ratings.
  • Preference for technical capabilities especially using Adobe Acrobat Pro and Content Management System (CMS) Drupal.

 

EDUCATION AND EXPERIENCE:

Required:

  • A Bachelor’s Degree in Finance, Economics, Public Policy or a related field of study is required. 
  • A minimum of 7 years of related work experience with a minimum of 3 to 5 years in Public Finance.

Preferred:

  • A Master’s Degree in Finance, Public Administration, or a related field of study is highly preferred.
