Responsibilities:
The Operations Development position is responsible for supporting the implementation, testing, and rollout of the CBTC signal modernization program; this includes the commissioning of expanding CBTC territories as well as the development of corresponding operating rules and procedures. This role oversees the planning, designing, and integration of CBTC functions to interface with current systems such as I-TRAC and SIRS to ensure all technologies operate seamlessly. Additionally, the Operations Development position provides oversight of all CBTC systems, maintaining and updating as needed the operating rules and procedures to support efficient and safe CBTC train operation. Other responsibilities associated with facility design and maintenance responsibilities include overseeing the plan, the layout, the construction of Operating Theater floor space for workstations, and managing the maintenance and upgrades of the ATS Graphic User Interface (GUI). This position also manages performance reporting, operations analysis, and the Trip Editor subunits to promote data-driven decision-making and optimize operational efficiency.
The Methods & Procedures position is responsible for developing, enhancing, and ensuring compliance with operational directives and standard operating rules that promote safe and efficient train service, including Car Equipment work and new car procurements. This position plays a key role in system oversight by writing operating rules and procedures and reviewing and recommending new technologies, such as platform screen doors, portable radios, and track intrusion systems, to improve service delivery. System maintenance responsibilities include managing the upkeep and enhancement of the Automatic Announcement System on trains, in labs, and at workstations. Additionally, this role oversees Operating Policy and Procedures (OPP), incident investigations, and the implementation of remedial actions for probationary train operators and conductors. Emergency management duties include governing incident response processes for system collisions and derailments, preparing necessary Bulletins, Notices, and operating directives, and leading emergency management efforts for Service Delivery.
Education and Experience:
A Baccalaureate or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree. Ten (10) years of related experience and seven (7) years of Managerial/ supervisory experience
Desired Skills
Extensive experience in an operating environment and knowledge of the NYCT subway system. Knowledge of NYCT/Subways policies, procedures, rules, and regulations. Excellent project management, problem solving, and conflict resolution skills. Exceptional oral and written communication skills. Considerable experience in an operating environment and knowledge of the NYCT subway system. Expertise in Service Delivery operations procedures, rolling stock equipment, New Technology Cars, work equipment, information and signal systems, car maintenance, service requirements, SD emergency and safety procedures.

Based on evaluation of education, skills, experience and interview.
