In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island. 
  
 
JOB SUMMARY:
Responsible to assist Senior Project Managers and Project Managers within RPS with managing the development, coordination, field oversight and inspection of Force Account and Capital Program Projects.   Monitor the daily activities to ensure that the project is meeting the established schedules and budget.  This position assists in the process, review and execution of design, work plans, and shop drawings relative to the studies, design and construction performed by Consultants, 3rd Party Contractors and LIRR Force Account.  Duties include preparing reports, presentations, research and studies; managing the preparation of schedules, estimates and project controls; reviewing and recommending approval of invoices, contract changes and consultant proposals; coordination of design and construction issues; ensuring a safe working environment pursuant to current procedures and guidelines and may require field supervision. 
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. 
DUTIES AND RESPONSIBILITIES:
  • Goals
    • Assist in the management of departmental goals, initiatives, and strategies.
    • Exercise good people skills and promote cooperation and partnering with other departments.
  • Project Management
    • Manage issues that affect project performance.
    • Mange the control of project scope, schedule, and budget.
    • Interface with User Groups, Operating Departments, and Public Affairs.
    • Perform field visits.
    • Assist in managing project closeouts and CAMP (Commissioning, Acceptance and Maintenance Plan) processes.
    • Conduct monthly project meetings.
  • Project Administration
    • Prepare reports, presentations, research and studies.
    • Prepare meeting minutes.
    • Coordinate in-house and third-party correspondence.
    • Review and approve transmittals.
    • Project filing and documentation control.
  • Manage Contractor / Procurement Process
    • Assist in the preparation of schedules, estimates and project controls. 
    • Assist in developing procurement packages.
    • Facilitate the distribution and review of submittals and deliverables.
    • Review, validate, and disposition transmittals and invoices from both Force Account and third Party.
    • Assist in contract management.
  • Special Assignments
    • Perform other assignments as requested by Senior Management.
    • Participate in special assignments as required.
  • Safety/Quality Process Improvements
    • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
    • Manage and review project documentation for completeness and accuracy.
    • Ensure QA Plan verifications are performed and documented.
 
 
REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor’s Degree in Engineering/Construction Management/Business/Finance, or related field.  4 years of demonstrated, directly related, recent equivalent experience may be considered in lieu of degree requirement. 
  • 3 years’ experience in Project Management or Construction Management.
  • Prior construction/engineering/manufacturing/project management experience.
  • Must have related project management experience preferably in an operation, transportation, engineering or manufacturing environment/industry.
  • Knowledge of the construction industry (building, bridges, railroad facilities, civil, electrical, mechanical trades, signal, communications and power).
  • Strong working knowledge of project scheduling and estimating for construction trades (all disciplines).
  • Proficient computer application skills (Windows Environment-Microsoft Office).
  • Business administration skills (i.e., report writing and spreadsheets).
  • Strong communication, interpersonal and presentation skills.
  • Proven leadership abilities, problem solving, and decision-making skills.
 
Preferred/Desirable Skills/Qualifications:
 
  • Some prior Supervisory Experience.
  •  EIT (Engineer in Training), PE, CMAA Certification.
  • Familiarization with Contract Documents, Specifications, and Plans.
  • Knowledge of operational needs, FRA [Federal Railroad Administration] policies and safety issues governing the LIRR.
