1.    Telecommunications Oversight
o    Provide technical expertise related to EMD’s telecommunications assets. 
o    Manage EMD resources. 
o    Oversee design, construction, and commissioning phases of MTA Capital projects to meet contractual telecommunications requirements. 
o    Telecommunication assets include Public Address Systems, Intercom and Paging Systems, Fire Alarm Systems, Access Control Systems, CCTV and Video Surveillance Systems, LMR and Two-Way Radio Systems, VoIP Communication Systems, Fiber Optic/Copper cable infrastructure, PBX and Telephony Services, Emergency Alarms, and UPS and Power Plant systems. 

2.    Documentation and Compliance: 
o    Ensure that all EMD procedures, documents, and drawings affected by Capital Program activities are well-documented and up-to-date. 

3.    On-Site Participation: 
o    Participate in field installations and testing. 
o    Travel within the NYCT Subway System and the greater Tri-State area as needed to support Capital Projects. 
Your role is critical in maintaining the operating readiness, reliability, and safety of these essential assets. 
  

Responsibilities
Under general supervision, the selected candidate will be responsible for managing telecommunication related contracts under NYCT’s standards, guidelines, and codes. The selected candidate will manage the process from design to commission ensuring that all division and stakeholders’ requirements are adequately addressed and that new assets are turned over to operations with appropriate resources for maintenance. Telecommunication systems may include but not limited to Public Announcement, Fire Alarm, Access Control, CCTV, Wireless Radio, PSLAN, Help Point, Fiber and Copper infrastructure, Layer 2/3 Network, PBX, Emergency Alarms, Head End Hardware, and Software Applications.  In addition, the selected candidate shall support installation and/or upgrades; problem solving & resolution; data configuration/provisioning, remote monitoring; maintaining and updating documentation; testing, analysis, and reporting.   EMD’s Contract Compliance staff represents EMD in-house maintenance groups and shall provide technical support, training, and knowledge transfer, as required.

Education and Experience
Computer Associate I-III (Operations)
1. A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and two years of satisfactory full-time computer operations experience, in a large-scale networked, multi-tiered, or mainframe computer environment, or two years of satisfactory data communications network experience working in a mainframe or multi-tiered computer environment; or

2. A baccalaureate degree from an accredited college or university and three years of satisfactory full-time experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience as described in "1" above; or

4. A satisfactory combination of education and/or experience equivalent to "1", "2", or "3" above.

However, all candidates must have at least two years of full-time experience as described in "1" above.

Computer Specialist I-IV (Operations)
1. A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations plus a four-year high school diploma or its educational equivalent, and three years of satisfactory, full-time computer operations experience in a large-scale mainframe or multi-tiered computer environment, or three years of satisfactory data communications network experience in a mainframe or multi-tiered computer environment, one year of which must have been in a project

leader capacity or as a major contributor on a complex project; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer operations or data communications network experience as described in ‘1’ above, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or

3. A baccalaureate degree from an accredited college and four years of satisfactory full-time computer operations or data communications network experience as described in ‘1’ above, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and three years of satisfactory full-time computer operations or data communications network experience as described in "1" above, one year of which must have been in a project leader capacity or as a major contributor on a complex project.

Desired Skills
Experience and understanding in telecommunications systems.
Experience in managing design/construction contracts.
Telecommunications and Data Networks experience.
Working Knowledge of EMD communication assets.
Knowledge of Sections 19 and 20 of the NYCT communication specifications.
Ability to coordinate, schedule, and prioritize to meet deadlines.
Excellent written, verbal, and interpersonal skills.
