Director, Electronic Security Systems (MTA BC) Min: $100,700 - $142,929 (Grade C, 677 Hay Points)
Summary
The incumbent will be responsible for system administration, daily oversight of the security technology and operations of the Electronic Security Systems (ESS) at MTA Bus Depots. The incumbent will collaborate with project managers, departments, users, law enforcement and vendors to support the design, modification and implementation of electronic security systems technology to meet MT A Bus needs, identify problems and develop workable solutions that are safe, effective and efficient. The position leads the installation and operation, programming, testing, and acceptance of the primary physical security technology, including, but not limited to, the Access Control, Video and Alarm Monitoring Systems in conjunctions with project planning efforts. This role will serve as the Subject Matter Expert (SME) regarding software applications for physical and electronic security, CCTV, and related areas for MTA Bus Company. The incumbent will be on call 24/7 and will respond to major emergencies and handle ESS issues as necessary.
Responsibilities
- Management of 24/7 Electronic Security Systems primarily comprised of the Access Control (Lenel OnGuard) and Video Management (Genetec/NICE/Bosch) Systems at all buildings on MTA Bus property to protect personnel and assets. This position is also responsible for the programming for MTA Bus ESS systems. To include, but not limited to, assigning system users and permissions, assigning cardholder access levels, card formats, creating times zones, compliance with established ESS naming conventions, managing alarm events, deactivating lost/stolen cards and managing routine system health checks. Coordinates case management efforts between third-party administrator (TPA) and NYCT / MTA Bus / HQ administrative and operating departments to ensure claims are properly managed and conduct strategy discussions with TPA to ensure claims are progressing towards resolution. This includes responding to employee claims questions and treatment options available as an escalation point from TPA and ensuring trust is maintained between the employee and company.
- The incumbent shall provide expert advice on installations for ESS, construction and renovation projects on MTA Bus Depots. This person provides support for the CCTV system, arranging installations, maintenance, and repairs of cameras and ESS equipment. May be required to assist in the development of security requirements, design, determine deliverables and draft scopes of work as needed. Assists with the researching, developing, designing and testing a variety of equipment, components, products and systems with the goal fully optimizing and leveraging security investments. Reviews cases for potential settlement opportunities to authorize settlements within MTA guidelines and monitor and track jurisdictional results to ensure future case preparations are properly aligned.
- Evaluates, maintains, audits and tests ESS (e.g. access control, video, alarm, license plate recognition, security databases, networked security devices and appliances) to ensure integrity of information and performance of the systems. Implement and manage an effective mechanical key control system.
- Develops and provides ESS training for all users of the electronic security system. Designs and implements an ongoing ESS training. program for all security personnel. Assists with the development and deploying of training materials and programs for all users of the electronic security system.
- Manage administration of the MTA Bus Company (MTABC) ESS Integrator Maintenance Contract. Schedule ESS site assessments, preventive maintenance, remedial maintenance. Implement internal controls to properly manage integrator site visits and review and approval of integrator invoicing and processing. Manage spare parts and inventory of ESS hardware. Ensure proper decommissioning and disposal of EOL and non-functional hardware.
Education and Experience
- Bachelor’s degree from an accredited college or university in Security Administration, Information Systems or a related field. Minimum 8 years progressively responsible experience in Workers’ Compensation claims management and administration. At least 4 years in a supervisory or managerial capacity. At least 4 years of directly related experience with operating, maintaining and administering access control, intrusion detection, CCTV or similar electronic systems in a multi-location organization
- A satisfactory combination of education and experience may be considered in lieu of degree.
Desired Skills:
- Lenel OnGuard or other ACS certification preferred but not required. Genetec or other CCTV certifications preferred but not required.
- Experience installing, maintaining, administering and supporting computer hardware.
- Familiarity with the MTA’s policies and procedures.
- Proficiency in Microsoft Windows based operating systems and applications.
- Knowledgeable in analog/IP cameras, fiber-optic video & data transmission systems, digital and network video storage and distribution systems, advanced intrusion detection systems, advanced computer networks and related systems, access control systems, and other relevant technologies.
- Lenel OnGuard certification is preferred or satisfactory equivalent of experience with Lenel OnGuard or similar access control system.
- Proficiency with Access Control, CCTV systems.
- In-depth knowledge of physical security systems, Security Hardware, Locks, Cameras and networked based equipment. Can troubleshoot problems with access control, CCTV, alarm systems and either make necessary minor repairs or arrange for repairs to be made.
- Knowledge of security best practices both physical and electronic.
- Familiarity with installations, troubleshooting and working with security system hardware
- Practical experience with digital media management, and the workflow and procedures associated with managing digital video and photo data.
- Knowledge of digital media lifecycle including capture, formats and codecs, metadata, color management, file conversion, editing, preservation, and dissemination.
- Experienced and comfortable working with networking concepts: LAN, firewalls, routers, switches and VLANs.
