Compensation:
Salary Range $129,713 - $184,109 (Executive - 1096 Hay Points)
Responsibilities:
This position is responsible for classification and personnel selection functions for the competitive class operating and C&S titles in TA, OA, MTABC and TBT. Accountable for maintaining hiring sources of qualified candidates to meet agency hiring goals. Provides provisional hiring sources for NYCT in absence of lists. Maintains OA/TA classification structure. Determines and revises job duties, qualification requirements, test categories and testing methodologies to reflect evolving technologies to ensure tests are effective, valid, fair and consistent with civil service law, Uniform Guidelines on Employee Selection and best industry practices. Manages several consultant contracts. Continually research and keep current on latest exam development and administrative technology and processes.
Education and Experience:
1. A baccalaureate degree from an accredited college or university in I/O Psychology, Org. Developmental or a related field and ten (10) years of full-time, paid, related experience, and at least four (4) years of which must have been in a managerial/supervisory/administrative capacity; or
2. A satisfactory equivalent of education and experience.
Desired Skills:
Knowledge of employment and NYS Civil Service laws
Knowledge of DCAS Personnel Rules and Regulations
Knowledge of NYC Classification system
Knowledge of EEO guidelines and selection processes
Knowledge of core psychometric test development functions in a civil service environment
Excellent project planning, management skills and organizational skills
Excellent oral and written communication, interpersonal and presentation skills
Demonstrated quantitative and analytical skills
Knowledge of the duties and inter-relationships among titles, especially those in the operating departments
Knowledge of MTA’s organizational structure
Ability to lead and manage a large staff performing diverse functions
Ability to identify weaknesses in the business processes and development and recommend appropriate solutions
Ability to work in a high-volume production environment with hard deadlines.
Knowledge of developing and analyzing staff forecasting models
Excellent project management skills
Ability to work effectively in a high-pressure and high-profile environment
Demonstrated ability to communicate effectively and work with all levels within the organization and external organizations
Familiarity with MTA’s policies, procedures and collective bargaining agreements
Demonstrated computer skills, including PeopleSoft, Microsoft Office
