This is a Non-Represented Position. 
 
This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary  
This position is accountable to direct, manage and coordinate all engineering activities related to electrical and electronic systems on new and existing LIRR rolling stock with the objective to improve fleet performance and reduce maintenance costs through troubleshooting, system design review, reliability testing and modifications. Responsible for direction and supervision of all activities of staff engineers, vendors and consultants related to the testing, analysis, documentation, maintenance, troubleshooting, and configuration control of electrical and electronic systems and supporting material on new and existing LIRR rolling stock; the research and understanding of and adherence to appropriate federal, state and industry regulations and guidelines; Direct, review and approve engineering instructions, letters, drawings and notices related to rolling stock electrical and electronic systems; Represent the railroad at various industry standards development meetings, such as APTA, AAR and FRA regulation development meetings. Represent the maintenance of equipment department at meetings with upper management concerning new initiatives.
 
 
Responsibilities:  
 
Responsibilities may include but are not limited to:  
  • Manage and direct electrical and electronic engineering efforts related to current Fleet Engineering projects and initiatives.
  • Review, approve and direct engineering activities related to designs of on-board electrical and electronic systems and all test equipment.   
  • Manage and coordinate engineering analysis, design, review and documentation (including development of engineering drawings, letters, notices and instructions) for rebuilding, repairing, maintaining and modifying all on-board electrical and electronic systems on LIRR rolling stock in accordance with accepted engineering practices recognized by industry standards and must conform to FRA/AAR/APTA/DOT requirements for passenger rail service and maintainability. 
  • Direct and manage use of Engineering Consultants in efforts related to on-board electrical, electronic and train control systems.   
  • Duties as assigned by upper management   
  • Development, review and approval of engineering documents including Maintenance Instructions, Equipment Change Letters and Maintenance Reminders in accordance with principles of configuration management for all on-board systems.   
  • Supervise and direct technical assistance in testing and troubleshooting of electrical and electronic systems in support of Car Shop and Support Shop operations.   
  • Direct and ensure that software installed in rolling stock and support equipment (BTE) are in compliance with Corporate Policy, CM plan and regulations. Integrate Software configuration management into existing and future processes. 
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals.

Qualifications:  
  • Bachelor’s Degree (BS or BE preferred) in an Engineering discipline. In lieu of bachelor’s degree 14 years of related experience will be considered.
  • Must have 10 years progressively responsible, engineering experience relating to rolling stock systems and components.
  • Must have demonstrated knowledge and experience in rolling stock Electrical, and Electronic systems.
  • Must possess expertise in the rail transportation field (concentrated on equipment design, maintenance or demonstrated equivalent). 
  • Must be familiar with applicable FRA (Federal Railroad Administration) regulatory requirements and APTA (American Public Transportation Authority) standards and recommended practices.   
  • Must possess superior analytical, problem solving, and decision-making skills.
  • Ability to work and manage effectively as part of a management team in a multi-priority environment.
  • Must possess strong leadership, managerial, technical, oral and written communication skills.
  • Proficient PC skills and working knowledge of various software packages: i.e., Word, Excel, MS Access, etc.
  • General knowledge of labor agreements
  • Must possess effective management skills coordinating technical, shop oriented, and administrative personnel in a dual or multi-departmental involved activities.
  • Must possess knowledge of project management principles, processes and practices.
Preferred Qualifications:
  • Additional or advanced degree.
  • Detailed knowledge of LIRR Maintenance of Equipment labor agreements.
  • Detailed understanding of and experience with Maintenance of Equipment policies, practices and budgeting cost-centers.
  • Detailed understanding of roles and responsibilities of LIRR Maintenance of Equipment management positions. 
  • Direct experience with software programs used within Maintenance of Equipment (Kronos, People Soft, Maximo, LIMS etc)

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
