JOB SUMMARY

Manage the development of Crew and Equipment Schedules for Metro-North, while conducting operational, financial, and statistical analyses supporting service planning, ridership forecasting, and market research. Evaluate current ridership and service levels to develop service proposals using available resources.


DUTIES AND RESPONSIBILITIES

  • Manage the development and modification of service plans pertaining to Crew & Equipment schedules.
  • Revenue Crew Book development for base schedule, Holidays, and ad-hoc schedules as needed.
  • Equipment Program development for base schedule, Holidays, and ad-hoc schedules as needed .
  • Ensure proper communication of schedule information to internal customers.
  • Evaluation and quality control of Crew & Equipment schedule changes (including service plans for special events and connecting service schedules) including:
  • Ensure schedule accuracy for all downstream systems.
  • The evaluation of customer impacts and operating impacts (including costs) of specific proposals.
  • Perform analyses of service scenarios supporting short-term service planning efforts (i.e., operational analysis of proposed changes).
  • Support all work related to developing and updating of the long-term Service Plan with operational, financial, and statistical analyses.
  • Prepare all presentations and reports prepared for the service plan.
  • Prepare a schedule and financial analysis supporting the service initiatives and the service agreements between Metro-North and Connecticut DOT for New Haven Line services and between Metro-North and NJ Transit for West of Hudson services.
  • Participate in the Emergency Management Task Force, including:
  • Annual updates of the Alternative Service plans included in the MN Emergency Plans ("Red Book")
  • Work with Operating departments during operational emergencies as needed to adapt/develop and implement service plans to respond to the circumstances of the situation.
  • Keep abreast of changing trends. Oversee the maintenance of periodic updates (i.e., computer systems, analytical tools, simulators, programs, hardware, and software).
  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling.  Manage team and individual performance.  Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

The following is/are preferred: 

  • Familiarity with railroad operations and connecting services.
  • Familiarity with railroad scheduling systems.
  • Familiarity with rail transit simulation software.

 

 

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Economics, Transportation Planning, Planning, Engineering and Business, or related field. Demonstrated equivalent experience, education, and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
  • Minimum of seven (7) years in Transportation Planning, Operations, Service Planning, and/or Planning capacity.
  • Minimum of five (5) years of experience managing professional staff and/or projects.

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
