JOB TITLE: Senior Manager, Incident Specific Planning
SALARY RANGE: $95,000-$110,000

LOCATION: 2 Broadway, New York, NY 10004*
SCHEDULE: 9:00am- 5:30pm
*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.
SUMMARY
Reporting to the Director, Emergency Planning and Resiliency, the Senior Manager, Incident Specific Planning is responsible for overseeing the development of planning initiatives tied to a specific scenario (e.g., MTA Headquarters Coastal Storm Plan), or specific activities that occur across multiple scenarios (e.g., Family Assistance Center [FAC] planning). These include supporting the creation (and eventually the updating and maintenance) of plans and protocols. All plans are to be based on sound planning principles and meet the appropriate local, state, and federal standards. The Senior Manager will act in the role of a process manager, supporting the direction, creation, and development of work activities and overseeing input from multiple stakeholders from across the MTA to advance this work.
RESPONSIBILITIES
· Manage the process of creating (and later updating) the Family Assistance Center (FAC) Plan. This includes supporting the development of project plans, management of inter and intra-agency workgroups, supporting the recruitment of FAC staffing, development of job action sheets, and coordination with partner agencies.
· Coordinate the updates to the MTA Headquarters Coastal Storm Plan. This includes collaborating with the various operating agencies and departments on updates to the content in the plan – much of which is a summary of their agency or division plans.
· Coordinate the updates to the MTA Headquarters Winter Weather Plan. This includes collaborating with the various operating agencies and departments on updates to the content in the plan – much of which is a summary of their agency or division plans.
· Support the Director of Planning & Resiliency in the creation of incident-specific threat response guides (TRGs). These are four-to-six-page summaries of various threats and the default MTA response to each scenario. This includes defining the threat and the associated risks to MTA, summarizing the default response objectives for each, and documenting key decision points for MTA leadership.
· Integrate principles of emergency management and coordination with other Authority- wide preparedness efforts.
· Support the direction and participate in emergency operations during emergencies, including emergency staffing roles in the MTA Sit Room (virtual or in-person) outside of regular business hours.
· Other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
· Must have knowledge in the development of emergency management plans and protocols.
· Must have experience responding to emergencies.
· Must have knowledge and practical experience with Incident Command System (ICS).
· The incumbent must pass an MTA security background investigation.

· Demonstrated analytical capabilities and quantitative skills.

· Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION & EXPERIENCE
· Bachelor’s degree in Emergency Management, Homeland Security, or a related field from an accredited college or university or an equivalent combination of education and experience may be considered in lieu of a degree; and
· Minimum of six (6) years related experience in a position(s) of progressively responsible experience in emergency management, project management, business continuity, public transportation, public administration, or experience in a large corporate or government organization with responsibility for producing actionable policies and plans.
PREFERRED:
· Master’s degree in a related field.
· Prior experience responding to transportation emergencies, or emergencies within the greater New York metropolitan region.
· Familiarity with the MTA’s policies and procedures.
GENERAL:
• May need to work outside of normal work hours (i.e., evenings and weekends)
• Travel may be required to other MTA locations or other external sites.
• May need to respond to emergency situations on a 24-hour basis.
