JOB SUMMARY
Ensure system-wide compliance with safety regulations, policies and procedures, Operating Rules, and training programs. Promote safety of MNR employees, customers, and the community and facilitate the achievement of MNR agencywide and departmental safety goals through the development, coordination, and implementation of safety/accident prevention activities and programs. This includes, but is not limited to: Conducting systemwide field safety audits and inspections of stations, yards, shops, and the right of way on all shifts; investigating employee and customer injury and incident reports; identifying appropriate corrective actions in collaboration with MNR operating departments and following through to ensure effective implementation; ensuring appropriate recordkeeping and reporting of incidents, injuries, audit/inspection findings, and corrective actions in collaboration with other OSS teams; conducting customer and community outreach; participating in investigation of operational incidents; and developing, implementing, and monitoring the effectiveness of new initiatives to enhance employee and customer safety.
DUTIES AND RESPONSIBILITIES
- Promote customer, employee, and contractor safety through inspections and observations systemwide during all shifts, 7 days a week as required, including: Perform field safety inspections and audits of stations, yards, shops, other facilities, and locations along the MNR right of way to ensure a safe working environment and adherence to safety policies and procedures; includes assessing safety and regulatory compliance of daily operations, projects, facilities, and work activities. Conduct programmed audits of MNR’s System Safety Program Plan and departmental Safety Action Plans, including field- and office-based audits. Conduct regular efficiency testing (ETS). Conduct and/or participate in targeted audits of personnel working on the right of way to evaluate compliance with the roadway worker protection program and other safety related rules and procedures. Ensure inspections/audits are conducted to cover locations systemwide on all shifts and days of the week.
- Provide safety-related technical assistance and oversight to all departments, serving as a key point of contact for OSS. Lead District Safety Committees and support other safety committees as required. Collaborate with operating departments to lead Safety Focus events and other safety reviews with the workforce and to support department-specific safety initiatives. Investigate reported Safety Concerns and other emergent safety issues on site as required. Provide oversight to ensure operating departments track and correct deficiencies identified through the incident/injury reporting process, District Safety Committees, Safety Concerns process, audits/inspections, and other initiatives and findings. Ensure appropriate documentation and recordkeeping of all investigations, findings, corrective actions, etc.
- Assist OSS Investigators in investigation of operational incidents and other events/issues; ensure site safety in collaboration with operations. Support incident review preparation, delivery, and follow up. Support concurrent investigations and joint research with external stakeholders/agencies as required.
- Conduct customer and community safety outreach in the field, in collaboration with other OSS teams.
- Provide 24/7 phone coverage for OSS on a rotating basis, handling calls from the MNR OCC regarding operational incidents, injuries, and other critical matters. Respond to emergencies in the field and perform other assignments as requested. Provide support to operations in the field during planned or unplanned events that affect operations. Support Situation Room or related emergency coverage as required.
- Collaborate with OSS compliance and analytics teams on analysis to identify safety trends. Research, develop, and implement new initiatives, programs, work methods, and equipment/materials/PPE to support employee and/or customer safety.

- Addresses performance issues with the contractor when possible, as applicable

KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of applicable regulations, including FRA, OSHA, EPA, NYC and NYS health, or equivalent
- Ability to perform field safety inspections/evaluations of work operations
- Ability to develop and implement safety programs and procedures
- Strong organizational and coordination skills with the ability to work independently and to manage multiple projects while adhering to deadlines
- Working knowledge in Microsoft Office or equivalent applications
- Excellent oral and written presentation and communication skills
- Strong leadership skills with the ability to make decisions in a fast-paced and demanding environment
- Demonstrated problem-solving and analytical skills
- Strong interpersonal skills with the ability to communicate effectively with various departments and all levels of management throughout Metro-North, other MTA Agencies, and external stakeholders

- Ability to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage
- Ability to respond to emergencies 24 hours a day, 7 days a week and to be on call on a rotational basis
- Valid driver’s license and ability to travel to various locations during work hours
The following is/are preferred:
- Transportation industry experience
- Knowledge of railroad operations
REQUIRED EDUCATION AND EXPERIENCE
- Associate’s Degree (AA) in Business Administration, Safety, Public Administration, Emergency Management or related field. Demonstrated equivalent experience, education and/or technical credentials to include an additional two years of related experience may be considered in lieu of degree.
- Minimum 3 years of experience related to the responsibilities of the position, such as any or a combination of the following: developing, evaluating, and/or implementing system safety program plans; experience in a railroad operating environment with responsibility to ensure safe operations; experience developing and/or implementing safety, environmental and/or health programs; and/or other related experience.
Required:
- Valid Driver’s License
- Ability to obtain Transportation Safety Institute (TSI) certification within 1 year of hire (or current certification) within 1 Year
- Ability to complete qualification in MNR Roadway Worker Protection/Supervisor Roadway Worker Protection, Operating Rules, and Blue Signal Protection/Supervisor Blue Signal Protection within 1 year of hire (or current qualification) within 1 Year
Preferred:
- Completed Transportation Safety Institute (TSI) certification
- Current qualification in MNR Roadway Worker Protection, Supervisor Roadway Worker Protection, Operating Rules, Blue Signal Protection, and/or Supervisor Blue Signal Protection

OTHER INFORMATION
- Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
- Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
- Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
