Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
JOB SUMMARY:
This position is responsible for planning, staffing, and management and upkeep of all LIRR Facilities Systems (i.e. physical plant operations & maintenance, Mechanical Electrical Plumbing (MEP) infrastructures and Fire Protection Assets valuing approximately $2.4B consisting of facilities/building roofs, walls, rollup doors, motorized gates, foundations, HVAC, Building Management Systems (BMS), low pressure steam boilers, absorption liquid chillers, grounds, utilities (gas, sewer, steam, power) indoor/outdoor lighting, switchgear, transformers, emergency generators/ATS, life safety systems, parking areas, walkways, Computer  Data Centers, Fire Alarm & Detection etc.  This position is responsible to oversee and coordinate all aspects of new installations, repairs, modifications upgrades, demolition, preventive maintenance, periodic inspections/testing and servicing of all LIRR Facilities Systems and for ensuring compliance with New York State mandates, Uniform Fire Prevention, State Energy Conservation Code and Building Code, while aligning Engineering Department goals and objectives for achieving a start of good repair.  Responsible for completing in-depth reviews of all 3rd Party designs/analysis, submittals, cost estimates, schedules, equipment/material specifications, technical statements of work, testing and inspection procedures.  Also, it is accountable for providing coordination, oversight directing, cost-effective management and administration of all facility and related life and safety assets utilizing both 3rd Party Contractors/Consultants, Facility Managers, Field Engineers and LIRR-in-hours work force represented by location unions (SMART-UTU, SMART-SMWIA, IBEW, IRSA, BRS) ensuring all work activities are performed seamlessly and safely to industry best practices and proven standards.  In addition, this position will be responsible for planning, staffing, directing and administration of all East end facilities  operations and structural maintenance aspects. This position will develop and execute maintenance and repair programs utilizing force account labor and third-party contracts to ensure a safe, clean and secure environment for LIRR customers and employees.  This position will cover all other LIRR facilities including but not limited to, Hillside Maintenance Complex, Morris Park, Sheridan, Jamaica Headquarters, KO employee facility, Garden City, East End Yards, Babylon Yard, Bethpage Facility, etc. This position is also responsible for the Fire Protection Group, which directs, oversees and ensures the testing, inspection, troubleshooting, modifications, maintenance, repair, upgrade, new installations, replacement of the LIRR Fire Protection Systems performed by LIRR Personnel, consultants and 3rd party contractors are in accordance with applicable NYS/NFPA codes and state/local laws.  The Fire Protection Group ensures that all fire alarm systems, water based systems and chemical gent Systems are serviced as per the NYS, and NFPA Fire Codes and continue to remain in a state of good repair. This position will develop and execute maintenance and repair programs for East end facilities as well as  support the Engineering Department regarding coordination of installation, construction and maintenance activities for the right of way, electric traction, bridges, buildings, signals and communication with Metro North, AMTAHQ, MTA RED, MTA NYCT, Amtrak and NJ Transit.  The Principal Engineer is responsible to work closely with C&D and RPS and all Engineering disciplines on all related capital improvements. 
DUTIES AND RESPONSIBILITIES:
  • Oversee the coordination and implementation of maintenance and State of Good Repair (SOGR) activities performed by LIRR forces and third-party contractors for East End facilities, as well as all related buildings, station systems, MEP systems, fire protection systems, and alarm systems. Ensure that maintenance priorities, production goals, and contract terms are met while staying within budget. Verify that SOP schedules for facilities are met on a monthly basis, and that logs are kept for all inspections, SOPs, and contract maintenance. Develop TSOWs and review contract documents to ensure they are favorable and efficient for the railroad. 
  • Oversee the coordination and implementation of maintenance, upgrades, and emergency repairs for MEP systems, including but not limited to HVAC systems, fire alarm systems, and fire suppression systems. Plan, direct, and evaluate facilities maintenance for all MEP daily operations and construction activities. Establish, develop, and implement quantitative maintenance procedures and programs to ensure an efficient, safe, and cost-effective facilities maintenance department. 
  • Assist in the preparation, monitoring, and control of the annual operating budget for the facilities department. Set overtime parameters, approve overtime, prioritize resource spending, and implement strategies to increase employee availability. 
  • Assist with the development of the Capital Program and TYN. Maintain an annual prioritization of facilities and assets that are not in a State of Good Repair (NSGR) and require capital funding. Develop scopes of work and project oversight requirements for Capital Projects. 
  • Coordinate with all departments and user groups regarding design, construction, and office renovation projects. Coordinate with MOE on all maintenance and project requests, including project development and user support.
  • Select, develop, and motivate personnel facilities. Ensure continued implementation of the Corporate Employee Safety Policy. Promote safe work practices and provide safe working conditions. Build interdepartmental relationships and maintain a professional and respectful union-management relationship. 
  • Perform all other assignments at the request of Senior Management.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Engineering or related field. An additional four years of demonstrated directly related, equivalent experience and education may be considered in lieu of a degree 
  • Must possess  ten  years with progressively responsible related managerial experience including in-depth knowledge of facilities management. 
  • Requires the ability to coordinate all phases of planning, design, scheduling, budgets and construction in accordance with Government, and industry regulations and standards.
  • Must possess excellent human relations, problem solving, managerial and coordination skills.
  • Must have prior experience with Facilities management, HVAC maintenance, elevators escalators code compliance, Construction management, Project management.
  • Strong oral and written communication skills, leadership ability, presentation and interpersonal skills.
  • Proven problem solving, judgment and decision-making skills.
  • Strong technical and operational knowledge of LIRR as well as the Federal Railroad Administration specifications for Track, B&B, Communications, Signal, and ET, construction and maintenance.
  • Knowledge of inspection practices.
  • Must be familiar with the various labor agreements and with various governmental regulations, which govern methods of work (e.g. OSHA, FRA Bridge Regulation, NYC requirements).
  • Understanding of engineering principles as they apply to track, structures, signals, communications and facilities. 

PREFERRED QUALIFICATIONS:

  • NYS PE License.
  • Masters’ Degree in Engineering or related field.

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
