Earnings Potential: $147,868 - $194,077

RESPONSIBILITIES
The Assistant Vice President Roadway Systems is a senior-level position in the Tolling Management program/department with decision-making authority for the functional area. Escalates issues to the appropriate level. Provides recommendations for policy, strategy, governance, staffing, budget, and expenditures. Implements policy and procedures. Responsible for all phases of the program/functional area.
Responsible for program/functional area safety, quality, risk, and commercial matters for TBTA and CBDTP. Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities. Coordinates with MTA HQ consolidated partners to provide seamless agency operations. Represents the agency before elected officials, MTA/TBTA Board, bridge/tunnel/tolling industry partners, Federal and State regulatory entities, and peer agencies. Has delegated authority from COO/COS/EVP/VPs in their absence.
Oversees vendor contracts. Lead and oversee all aspects of the Roadway Tolling Systems. Responsible for the ORT and CBDTP systems operation, maintenance and performance, auditing, and any contract administrations related to the toll systems. This includes any new procurements related to the roadside systems.
Specific duties include, but are not limited to the following:
• Responsible for managing a team of staff and consultants to address operational, technical, and business functions to ensure ongoing toll collections and system oversight (including facilities monitoring, incident management, change management, preventative/corrective maintenance, sweeps, and review of transactions).
• Oversees round-the-clock 24x7 operations and maintenance of B&Ts facilities through system monitoring and performance management to ensure that functional requirements and/or service level agreements with contractors are met.
• Responsible for strategic planning and the identification of improvements to minimize system failures and improve traffic flow through remedial actions and proper maintenance, by way of utilizing the latest technologies to ensure efficient and accurate toll collection.
• Coordinates with internal and external stakeholders including B&T’s Maintenance and Operations departments, ITS Division, MTA IT, the E-ZPass Inter-Agency Group (IAG), TRANSCOM, NYCDOT, NYSDOT, and others to represent the authority's interests and ensure safe systems, as well as those projects requirements and operational needs, are met.
• Develops and maintains reports for periodic reporting and communicate the health of the toll system, and prepare analyses, technical design documents, project status summaries, etc., to support operations and communication with executive management.
• Coordinates factory and field testing as required to ensure functional toll systems to support back-office operations and accurate revenue collections
QUALIFICATIONS
- Bachelor’s Engineering, Systems, Technology, Finance, Project Management, or Planning preferred.
- Must have a minimum of fourteen (14) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.
- An equivalent combination of education and experience may be considered.
- Experience managing the maintenance of electronic devices
- Experience managing/planning major projects in the transportation field.
- Unrestricted Driver's License valid in the state of New York.
- Excellent communication and interpersonal skills.
- Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
- Demonstrated ability to effectively work in a high-profile, high-pressure environment.
- Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
- Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
- Must possess excellent team building, listening, problem solving, and prioritization skills.
PREFERRED QUALIFICATIONS
- Significant experience in program management for government agencies or businesses with highly complex systems
- Ability to travel to various facilities as needed
