 Summary: 
This position is responsible for providing overall leadership and direction to all railroad operating departments and is accountable and has direct oversight of the Transportation, Maintenance of Equipment, Stations, and Service Planning Departments to ensure all Safety, Operational and Customer Experience goals are met.
 
Responsibilities: 
 Responsibilities may include but are not limited to:
  • Provide overall direction 24/7 to major operating departments to achieve operational, service, and strategic objectives in an enhanced safety environment. Develop, evaluate and reassess vision and strategies that effect overall operations including Transportation, Maintenance of Equipment, Stations, and Service Planning, to ensure alignment with company vision and goals as well as operational safety. Direct and support efforts to ensure the infrastructure is in a state of good repair.  Ensure all operating departments working together to deliver safe, reliable and customer friendly service.
  • Provide safe, on-time and economical performance objectives for the effective movement of trains consistent with Company policies and service requirements.
  • Ensure all Company policies are enforced and all labor contracts are administered properly within the Operations Divisions.
  • Ensure compliance with governmental regulations (OSHA, EEO, etc.) and MTA requirements in accordance with LIRR objectives and policies.
  • Oversee the planning activities as they relate to daily operations, severe weather, special events, infrastructure maintenance, service disruptions, and rolling stock supporting the goals and initiatives for the entire Long Island Rail Road through the scheduling of Trains, Crews and Equipment that is efficient and effective in delivering our daily service and remain responsive to customer needs.
  • Direct the maintenance of rolling stock, fixed based operations and equipment consistent with LIRR policies and standards. 
  • Guide Capital and West End projects with responsibility for the multi-billion-dollar LIRR capital program.  Establish the vision for strategic investments and ensure that the delivery of materials and services are rational, timely, cost effective and consistent with company vision and goals.
  • Maintain constructive positive working relationships with other regional rail agencies, including National Rail Corporation. Maintain positive relations with the various LIRR employee unions and external constituencies consistent with general management objectives and policies.
  • Serve as an Executive Committee member, which requires active participation in the determination of major policy decisions for the Rail Road and advise President of changes that may impact the LIRR mission, objectives, and policies.  Represent/cover for the LIRR President in their absence. Contribute to the achievement of long-term strategic objectives through participating in the planning, organization, communication and control of LIRR business activities attend and provide reports to LIRR Committee.
  • Act as the overall fiduciary responsible for the $1.7B annual operating budget. Provide oversight and direction to department heads in the development of periodic budget forecasts, monthly analysis and overtime reports. Work with OMB to implement changes to financial plans as necessary. Direct and support the development of the 5-year budget for the operating departments.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure competent and motivated staff capable of fulfilling current and future human resource requirements.
  • Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
  • Perform other assignments as requested by Senior Management
Qualifications:  
  • Must possess a Bachelor’s degree in Engineering, Transportation Planning, Business Administration, or related field (advanced degree preferred). Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree.  In lieu of a degree 19 years of experience may be considered.
  • Must possess a minimum of 15 years progressively responsible, senior level management or department head experience in a line function and a proven record as a line manager of a large, multi-functional Transportation operation with operating staff experience. Experience must include managing a staff and budget.
  • Must possess excellent communication, problem solving, analytical and presentation skills.
  • Must possess proven leadership and management skills.
  • Must possess a broad knowledge of procurement, labor relations and human resources policies and procedures at a senior level.
  • Must possess ability to bring together diverging opinions and reach consensus; must demonstrate competent, mature leadership style and be able to develop the organization.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.  Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
