Earnings Potential: $121,430 - $159,376

RESPONSIBILITIES
This position addresses a statutory requirement that requires Triborough Bridge and Tunnel Authority (TBTA) to design, develop, install, operate, and maintain a congestion tolling program in the New York City Central Business District. The program is complex, with many moving parts, and includes the need to interact with federal, state, and local agencies on technology, legal, policy, and financial issues. There are several key areas involved: design, development, and construction of the roadway technology; the design, development, and construction of the back-office customer service center; the federal NEPA process; broader and statutory stakeholder outreach; development of and reporting on statutorily and federally required performance metrics. Further, there are multiple interactions with private entities, local, state, regional, and federal agencies as well as with the public.
The Director of Strategy & Stakeholder Engagement position will report to the Assistant Vice President, Central Business District Tolling Program (CBDTP) and work closely with the Chief Operating Officer, Senior Vice President, as well as with the Vice Presidents in the Tolling Management department to lead the development of strategy and communications for the CBDTP and Tolling Operations that involves both environmental and non-environmental activities. The incumbent will also work with the team to facilitate research to shape long-term program strategies. In addition, the incumbent will have the opportunity to work with the team and MTA Communications to shape CBDTP’s and Tolling Management's communication strategy.
The key responsibilities of the role are:
• Partner with executives and the team to formulate clear points of view on a range of strategic recommendations and plans pertinent to CBDTP and other Tolling Management projects, through research and analysis, while assisting with proposal development, project delivery, and demonstrating business impact for various initiatives.
• Identify and drive strategic initiatives that are integral to CBDTP and other Tolling Management projects to ensure readiness, increased performance, and efficiency by developing improvement plans to spruce up customer engagement and communications to optimize the performance of the program.
• Prepare memos, presentations, and other communication tools to support the dissemination of findings and ensure that strategic recommendations are within compliance guidelines.
• Oversee the stakeholder outreach processes and communications for Tolling Management's environmental review process for various projects in coordination with MTA HQ Communications, as well as with other city, state, regional agencies and stakeholders.
• Develop project information for public audiences to facilitate internal and external communications. This may include press releases, MTA Board presentations, information for financial disclosures, and executive briefing materials for budget and oversight hearings.
• Manage requests for meetings and information from external stakeholders, coordinate development of consistent materials and messaging, lead meetings and represent the CBDTP and Tolling Management as appropriate and manage all follow-ups.
• Oversee development of the CBDTP and Tolling Management brand and its integration throughout MTA assets and with external third-party transportation information providers.
• Lead/coordinate implementation of a portion of the CBDTP mitigations with project sponsors; coordinate meetings, track implementation progress and schedule adherence and other activities as needed.
QUALIFICATIONS
Bachelor's degree Business Administration, Economics, Finance or a related field
Ten (10) years of full-time professional experience working for a large public or private concern.
Five (5) years of project management experience overseeing multiple projects in a fast-paced environment
Must have five (5) years of managerial/ supervisory experience
Experience interfacing with executives to develop, manage, and communicate strategic agendas involving communication on projects and/or specific deliverables or work products
Experience with developing and implementing stakeholder outreach strategies for projects from design through implementation
High level of proficiency with MS Office including Word, Excel, Outlook, and PowerPoint
Unrestricted Driver’s License valid in the state of New York
Ability to effectively plan, prioritize, execute, and follow-up in a timely manner
Must anticipate needs, exercise good judgment, and proactively identify problems and roadblocks
Excellent project management and/or organizational skills
Excellent research, writing, and proofreading skills, as well as experience writing for different audiences
Excellent interpersonal and problem-solving skills
Excellent communication skills, including public speaking, presentation, and executive presence skills
PREFERRED
Experience with legislative issues and hearing preparation
Experience working in government is a plus
Experience working with technology systems or technology projects
Broad-based knowledge of the tolling industry.
Ability to effectively communicate with outside agencies and an assortment of vendors.
Willingness to pioneer and develop innovative audit functions tailored for new systems and technologies.
Knowledge of additional software products such as Visio, Power BI, Kronos, PeopleSoft, Tableau
