This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire       

 

JOB SUMMARY:

 

This position will manage and ensure the State of Good Repair for all LIRR Facilities Systems including but not limited to: physical plant operations and maintenance, Mechanical Electrical Plumbing (MEP) infrastructure, and Fire Protection Assets valuing approximately $2.4B. This position is also responsible for Capital Improvement and OFC (Operating Funding Code) Projects, rehabilitation to all Long Island Rail Road Corporate Buildings, Employee Facilities, Stations, Shops & Yards etc.   Directly responsible to coordinate and oversee all aspects of new installs, repairs, modifications upgrades, preventive maintenance, periodic inspections/testing and servicing of all LIRR Facilities Systems to ensure the New York State mandates for State Agency are in compliance with all applicable codes (Uniform Fire Prevention, State Energy Conservation Code and Building Code) to ensure Engineering Department goals and objectives are met by achieving a state of good repair.  Provide coordination, oversight, direction, cost-effective management and administration of all facility and related life and safety assets utilizing both 3rd Party Contractors/Consultants, and LIRR in-house work force represented by several local unions (UTU, IRSA, IBEW). Ensure all work activities are performed seamlessly and safely to industry best practices and proven standards.  Position is also responsible to oversee the inventory of existing and future facility assets and translate the information to ensure successful integration with the MTA EAM initiative. The Engineer of Facilities is responsible for preserving and protecting the safety and operation of facilities through inspection procedures of Long Island Rail Road.

 

DUTIES AND RESPONSIBILITIES:

 

Responsibilities may include but are not limited to:   

 

  • Manage the physical plant operation and maintenance of Mechanical, Electrical, and Plumbing (MEP) infrastructure for LIRR Facilities including the planning and scheduling of manpower, e.g. LIRR represented employees (SMART, IRSA, IBEW, BRS 241), managers, field engineers and 3rd Party Contractors/Consultants/Maintenance Service Contracts. Responsible to plan for material purchasing and equipment needs.
  • Ensure LIRR Facilities system wide are in compliance with all applicable codes (Uniform Fire Prevention, State Energy Conservation Code, Building Code, NFPA Standards, National Electric Code (NEC), etc.)
  • Oversee and manage construction/demolition permits including the processing and filing applications and issuance processes.
  • Conduct site survey on Capital Projects, OFC Projects and Engineering Projects involving physical plant infrastructure including projects that address upgrades, renovations, repairs, life cycle device/equipment/system replacements, inspections, testing and commissioning of fire protection, life safety, emergency power, HVAC,  etc.. Conduct field inspections on physical plant infrastructure; monitoring that construction is progressing on time, within budget and in compliance with standards.
  • Develop a working relationship with Local Union Representatives (SMART, IRSA, IBEW), enforce adherence to contracts; establish training programs, Handle all related labor issues including grievances and claims. 
  • Make recommendations regarding Force Account unionized labor vs 3rd Party Contractors/Consultants use of labor.
  • On selected Engineering projects, assist Principal Engineer and Assistant Chief Engineer obtain buy-in from Local Union Representatives on particular elements of third party labor.
  • Develop resource loaded schedules for various physical plant infrastructure projects including life cycle replacements, material improvements/substitutes for building infrastructure, e.g. life & safety systems, fire alarm & fire suppression, CO Alarm & Detection, Emergency Generators & Automatic Transfer Switches (ATS), HVAC, Building Management Systems (BMS), Motor Control Centers (MCC), Switchgear, and related.
  • Develop plans and schedules for various Facilities Systems projects, including detailed preventive maintenance and State of Good Repair (SOGR) programs.  Assist Principal Engineer in developing strategies for SOGR and maintenance of physical plant infrastructure assets valuing approximately $2.4B.
  • Attend Department of Program Management progress meetings to ensure project schedules, budgets, contractual obligations, commissioning, acceptance, maintenance, and warranty requirements of fire assets are in-line with Engineering Department goals and objective.
  • Assist in the review, manage and administer budget.  Identify and coordinate submission for funding for any major system repair/upgrade/modification, replacement and or completely new install.
  • Circulate Project Record of Concurrence and obtain approval for signatures. 
  • Demonstrate continuous effort to improve physical plant operations and maintenance; simplify work processes; and work cooperatively and jointly with all interested parties performing Code Compliance Analysis.
  • Continually search for resolutions to applicable standard code (i.e. Uniform Fire Prevention, State Energy Conservation Code and Building Code Compliance) challenges in innovative and creative ways.
  • Manage request for all emergency and non-emergency service calls, assist answering TN’s and Public Affairs inquires.  Notify the appropriate supervisor in a timely manner to inform them of non-emergencies and emergencies that fall under their area of responsibility, e.g. HVAC, Utilities (Gas, Sewer, Water, Steam, Power), Fire Protection, building life & safety, vandalism etc.
  • Assist the Principal Engineer in the establishment of policies and procedures for the performance of the various structures department functions.
  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.  Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

REQUIRED EDUCATION AND EXPERIENCE:

 

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in an Engineering discipline. An additional four years of demonstrated directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval. 
  • Minimum 6 years of progressively responsible related experience in managing Facilities Systems/physical plant infrastructure   and or facilities management.
  • Minimum 6 years of experience supervising represented and/or non-represented employees.
  • Minimum 6 years experience managing a large budget, planning and scheduling of maintenance programs/projects, estimating and meeting goals
  • Must possess an understanding of project management procedures.
  • Must possess the ability to coordinate all phases of a project and/or contract; including the planning & coordination, design, scheduling, construction, estimating, budgets & invoicing and audit management
  • Must possess knowledge and understanding of New York State Uniform Fire Prevention and Building Code (Uniform Code) and State Energy Conservation Construction Code (Energy Code), NFPA Standards, National Electric Code (NEC).
  • Must possess comprehensive knowledge of Facilities Systems, physical plant operations and maintenance in area of facilities infrastructure consisting of building envelopes, HVAC, BMS, low pressure steam boilers, absorption liquid chillers (lithium bromide refrigeration cycle) grounds upkeep, utilities (gas, sewer, steam, power) indoor/outdoor lighting, switchgear, transformers, emergency generators, automatic transfer switch (ATS), data centers environmental control systems, life safety systems, parking areas, walkways, Fire Alarm & Detection, Fire Suppression, CO Alarm & Detection etc. 
  • Must possess knowledge and direct experience with railroad operations.
  • Must possess familiarity with application of company policies, procedures and guidelines.
  • Must possess knowledge of applicable union labor agreements.
  • Must possess excellent human relations and problem solving skills.
  • Must possess strong computer skill, including proficiency with Microsoft Office Suite.
  • Must possess good judgement and decision making skills with a high degree of professional integrity and ethics.
  • Must possess strong communication skills, including the ability to deliver written and oral presentation before senior management
  • Must possess strong negotiating, interpersonal, management and leadership skills.
  • Must be available or on-call 24/7 as necessary                                 
  • Must possess a valid NYS driver’s license. 
  • Professional Engineer’s license certification in progress or PE.
  • Possess a NYS Code Enforcement Official Certificate
  • Possess knowledge and direct experience with railroad operations
  • Possess knowledge of LIRR company policies, procedures and safety guidelines.

  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
