This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

 

COMPENSATION

Earnings Potential    $156,794 - $205,792

Hay Points:                 1450   

Overtime Eligibility:   Not eligible for paid overtime in accordance with FLSA
 

RESPONSIBILITIES

MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan’s Central Business District Congestion Relief Zone. The Senior Vice President (Corporate Strategy and Performance) is the highest executive level position in the Corporate Strategy and Performance department, with independent, significant decision-making authority for department policy, strategy, governance, staffing, budget, and expenditures.

 

Responsible for all phases of the Corporate Performance department to include:

 

  • Responsible for Corporate Performance department safety, quality, risk, and commercial matters for TBTA and CBDTP.
  • Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities.
  • Coordinates with MTA HQ consolidated partners to ensure seamless agency operations.
  • Manages special projects at the request of MTA HQ.
  • Represents the agency before elected officials, MTA/TBTA Board, bridge/tunnel/tolling industry partners, Federal and State regulatory entities, and peer agencies.
  • Oversees vendor contracts.
  • Has delegated authority from the Chief of Staff/Chief Administrative Officer in their absence.
  • Responsible for the implementation of Enterprise Asset Management (EAM) for TBTA agency wide and coordinate with MTA HQ, to optimize the management of physical assets
  • Responsible for:
    • Agency strategic planning, annual goals, and reporting;
    • Agency performance monitoring and reporting;
    • Agency policy and procedure development and compliance;
    • Reviews and provides input for all MTA policies;
    • External audit coordination, tracking, and close out;
    • Coordinates closely with MTA HQ Audit, Corporate Compliance, and Strategic Initiatives; and
    • Planning and preparation of Board and Committee materials and presentations.

 

QUALIFICATIONS

  • Bachelor’s in Public Administration, Public Policy, Political Science, Business Management, Business Administration, Management, Finance, Technology, Digital Media, Museum Studies, Archival Science, Library Science, History, Research, or Planning preferred.
  • Must have a minimum of twenty (20) years related experience, including at least twelve (12) years in a management or supervisory role in a large, multi-faceted organization.
  • An equivalent combination of education and experience may be considered.
  • Significant experience in program management for large government agencies or businesses, with complex systems preferred.
  • Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
  • Proficient in Microsoft Office Suite and document management software.
  • Excellent communication and interpersonal skills.
  • Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
  • Demonstrated ability to effectively work in a high profile, high pressure environment.
  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
  • Must possess excellent team building, listening, problem solving, and prioritization skills.
  • Ability to respond to any authority location on a 24/7 basis when required.

MTA Bridges and Tunnels is governed by the Civil Service Rules and Regulations administered by the Department of Citywide Administrative Services (DCAS).
